Organisation: Rakai Health Sciences Program            Location :Kalisizo and Rakai

Background Information.
Rakai Health Sciences Program is a collaborative Bio-medical research and service delivery organization. It strives to improve the quality of life of the local population through a combination of community based research, curative services and prevention strategies in the district of Rakai, South Western Uganda. It is based at the Uganda Virus Research Institute – Entebbe and Kalisizo in Rakai District.
The Program is seeking to strengthen its staffi ng position in order to effi ciently execute its research activities. Applications are therefore invited from qualifi ed and competent Ugandans to fi ll vacant positions based at RAKAI HEALTH SCIENCES PROGRAM - Kalisizo, Rakai District as indicated below:-
                                            Procurement Officer
Reporting to: Procurement Manager
Age Limit. 25-44 years.
Job Purpose:
The Procurement Officer will provide Procurement support services in all RHSP procurement functions in accordance with RHSP procurement guidelines and procedures
Key Duties & Responsibilities:
• Check and prepare specifications, terms of reference & statement of requirements in liaison with user Departments.
• Preparing and issuing Request for quotations or Request for Proposal
• Conduct evaluation of bids and make appropriate recommendations
• Liaise with service providers on procurement matters
• Ensure safe custody of all procurement records
• Prepare submissions for the procurement committee
• Prepare Purchase orders and agreements for the respective service providers
• Ensure timely delivery of goods and services
• Work with the RHSP managers and staff as part of an effective and collegial team to achieve RHSP goals/ objectives
• Ensure timely payment of suppliers.
• Carry out any other assignments as may be allocated by the supervisor.
Qualifications, Skills & Experience:
·         A University degree in Procurement & Supply chain management, Procurement & Logistics Management, Business Administration - Procurement or any other relatedfield.
·         At least two years’ experience in procurement and supply chain management in a busy reputable organization.
·         Should have good interpersonal skills.
·         Strong written and verbal communication skills.
·         Problem solving skills.
·         Ability to work in a busy environment and under minimum supervision.
·         Computer skills in Navision will be an added advantage.
·         Ability to negotiate Procurement terms and conditions..
·         Knowledge of Procurement procedures.
·         Profi ciency in the use of computers especially Excel spreadsheets, inventory, word-processing packages and e-mail.
·         Ability to use judgment and initiative in the course of executing responsibilities. Ability to make decisions in accordance with established policies and procedures.
·         Ability to communicate with employees, vendors, and RHSP contacts in a courteous and professional manner.
·         Ability to prioritize multiple tasks.
                                                   Stores Manager
Reporting to: Program Administrator
Age Limit. 25-44 years.
Job Purpose:
oversee all operations of Stores to ensure that RHSP stock is efficiently and effectively received, stored and delivered to end users.
Key Duties & Responsibilities:
• Overseeing all operations of stores of RHSP.
• Budgeting for stores and Preparing quarterly and annual Section reports
• Establishing and implementing procedures and guidelines on storage, stock control, distribution and logistics management in accordance with departmental plans
• Initiate, formulate and implement systems, procedures and guidelines on storage and stock control management to achieve RHSP departmental goals and objectives
• Planning and determining overall storage capacity requirements and optimum locations for both RHSP stocks and third party procurements in advance, to avoid space constraints
• Categorizing products into unique product classifications in the Store.
• Management of Information Systems, to ensure easy product tracking and reporting.
• Co-coordinating and supervising the receipt of supplies in the stores including allocation of space, equipment and manpower in line with set RHSP receiving procedures
• Planning and managing stock placement locations for received products to ensure quick order processing, and controlling and operating a computerized store management system inventories through automated system tracking of codes, movements, transfers and disposals/Navision.
• Planning for and organizing periodic cycle counts and stocking exercises to provide accountability for stock holding
• Scheduling the utilization, maintenance, repair and replacement of store equipment including their security and safeguard
• Coordinating and supervising order processing in the stores, including planning and allocation of work schedules in accordance with the stores management manual
• Generating, analyzing and reporting on stock positions and consumption patterns for the entire RHSP product range and third party products
• Supervising the safety and hygiene in storage and
handling of stocks in line with International storage
standards
• Supervising staff and participating in their recruitment, training, appraisal and development and dealing with disciplinary issues, so as to maximize their productivity
Qualifications, Skills & Experience:
·         Degree in Logistics and Supply Management or other similar field (desirable).
·         At least 4 years of relevant professional experience in Stores Management .
·         Excellent writing, computer and organizational skills; Ability to independently plan and execute complex tasks while addressing daily management details and remaining organized and focused on long-term deadlines and strategy highly desirable;
·         Ability to assess problems and develop solutions; Excellent interpersonal communication skills and excellent organization skills;

                        Stores Controller
Reporting to: Stores Manager
Age Limit. 25-44 years.
Job Purpose:
The primary duties of the Stores controller is to assist and be a part of the Stores and stock control team in managing stocks processes and the general stores practices. The job holder will play a key role in stock receiving, counting, record keeping, preparation of dispatches, maintaining order and cleanliness, and keeping the general safety of stocks, staff and the facility, in a way that contributes directly to RHSP’s goal and objectives.
Key Duties & Responsibilities:
• To assist sorting, pre packing and labeling of requested goods before dispatch
• To assist in dispatching goods to their respective users
• To assist in receipt of goods / supplies in to the stores.
• To post daily goods’ transactions both receipts and dispatches on to the Bin cards in real time
• Assist in routine stock taking and daily stock reconciliation
• Will be responsible for categorizing goods/ supplies neatly on to their respective ranks in the store/ware house
• Inspect daily cleanliness and hygiene of the stores
• Daily inspection of drugs in the stores and look for damages spills and expires
• Assist in secondary packaging at the warehouse
• As will be instructed from time to time, among other things, provide periodic performance reports
• Execute all other duties as shall be assigned by
Management/supervisor-, adhere to all RHSP policies, procedures and demonstrate high integrity.
Qualifications, Skills & Experience:
·         Diploma in Stores Management, Procurement and Logistics Management, and any other similar
·         qualifications.
·         Should have knowledge of managing pharmaceutical and health products.
·         At least 2 years experience working in stores handling.
·         Able to handle multiple tasks and meet deadlines.
·         Excellent track record in customer relations management.
·         Should be computer literate with experience in the use of MS Offi ce documents; and skills in stock soft ware (Tally) for data management and reporting. Should be a person of integrity.
·         Excellent communication with good interpersonal skills.
