We seek qualified candidates for the position of Project Director /Chief of Party (COP) for an anticipated program in Uganda, focusing on increasing professional expertise and research in higher education institutions to help meet the challenge of adapting to climate variability and change in the agricultural sector. This position will be based in Kampala, Uganda and is contingent upon receipt of award and funder approval of key personnel.
The Project Director/COP will be responsible for all reporting to USAID and is expected to provide overall technical leadership, strategic direction, and management of the entire activity, ensure an integrated vision among different components and actors, and focus on achieving the results defined in the agreement. He/she will also be responsible for technical assistance and direct capacity building support to local partner institutions and will play a lead role in interacting with senior Ugandan and local government officials, the private sector, non-governmental organizations, donors, and community-based groups.
KEY RESPONSIBILITIES:
Develops and implements research program with local partner(s) linked to field trials. Plans, directs, and coordinates project activities to ensure goals and objectives are accomplished within prescribed time frame and funding parameters. Reviews project proposals and plans to determine scheduling, budget, procedures, staffing, and allotment of resources needed for project. Provides short-term training for local partner staff, government, civil society, and private sector professionals. Establishes work plans, project teams, and SOPs to meet project goals and ensure compliance with policies. Develops proposals and researches sources for funding projects. Provides guidance and training to managers and staff to achieve project goals. Participates in the strategic development of methods and techniques with executive management. Establishes, serves and maintains partnerships with internal and external stakeholders on project matters. Provide leadership to the project team, ensuring clarity over plans and priorities, encouraging effective team-work.
REQUIRED SKILLS & EXPERIENCE:
Demonstrated knowledge of or training in climate change. Demonstrated experience managing academic programs, developing and managing curriculum and academic assessments, research program development, student advising, faculty development, strategic planning and implementation, budgeting, outreach, and/or development. High level of interpersonal, technical, and analytical skills including a demonstrated ability to interact effectively and collaboratively with a broad range of public and private sector counterparts and other key stakeholders. Strong English written and oral communication skills. Previous experience working on US government programs preferred. Ability to travel within country or region and internationally if needed.

* Doctoral degree in natural resources management, agriculture, environmental science, climate science, natural resources economics, public policy, international development or other relevant field. Minimum of seven (7) years of experience in a leadership and management role in a higher education environment.
*Or an equivalent combination of relevant education and/or experience sufficient to successfully perform the key responsibilities of the job.
