Action Aid Uganda (AAU) seeks a highly qualified and experienced professional in ADVOCACY and CAMPAIGNING to support AAU in their work to engage women, youth, communities and organizations to
hold governments and corporates to account and engage public officials and institutions to foster effective tax policies implementation, transparency and accountability in collection and use.

ActionAid is an international Non-Governmental organization working in over 43 countries to end poverty and human injustices. In UGANDA, ActionAid has a national coverage with physical presence in the following districts of Amuru, Kalangala, Masindi, Nebbi, Pallisa, Katakwi, Kumi, Busiiki and Kapchorwa providing a regional coverage. Our Human rights Based approach emphasizes building civic competence to challenge injustices, empower citizens to practice their roles and responsibilities and be able to demand for fulfillment of their human rights from their leaders. AAU has national coverage through its Local Rights Programmes (LRPs) and work closely local and national partner organizations throughout the country. The National Tax Justice Advisor will work with AAU programme coordinators, officers and selected national partners.

Key result areas:
• ActionAid and CSO join global tax justice campaign and expose loopholes demanding that governments and corporates to be accountable and transparent
• AAU staff and Partners’ Capacity is enhanced to handle taxation issues
• Network built with organizations that have interest in taxation
• Tax campaigns customized at all levels of Uganda in a interlinked manner that allows for dual sharing of information and issues
• Local CSOs and rights holders are well informed on tax justice issues and are active in demanding action against tax violators.
• Small tax base that has left out most of the informal sector without meeting tax obligations
• Tax strategy to monitor tax compliance in place

Required qualifications:
• Relevant professional education at MA level or equivalent
• Post graduate degree in social science discipline and a specialization in such courses as governance and policy Minimum of 3 years work background from developing countries, preferable on policy analysis, advocacy and campaigns
• Experience in the design and implementation of advocacy and campaigning is essential
• Advanced skills in designing and implementing lobby and advocacy campaigns/strategies • Skill in facilitating teams and groups in the use of campaign planning tools and methodologies to produce campaign strategies and plans
• Experience of successful advocacy work that has resulted in changes in policy or practice or behavior

Contract start is subject to approval of work and residence permit. The assignment is for 24 months, with the possibility for renewal.

The National Tax Justice Advisor is placed through ActionAid Denmark’s People4Change program; a people-to-people programme providing development support to ActionAid Country Programs and there partner organisations. As People4Change is a cross-national program, aiming at building tolerance, respect and expertise across cultures and borders, this position is not available for permanent residents of Uganda.
