Background Information
UNAIDS is the Joint United Nations Programme on HIV and
AIDS, that brings together the efforts and resources of UN Agencies and aims to
advance global progress in achieving country set targets for Universal Access
to HIV Prevention, treatment, care and support and to halt and reverse the
spread of HIV and contribute to achievement of the Millennium Development Goals
by 2015. The UNAIDS Country Office in Uganda coordinates coherent action on HIV
and AIDS within the UN System through the UN Theme Groups, and the Joint
Programme on HIV and AIDS.
In addition the Country Office helps mount and
support an expanded response to HIV and AIDS by engaging the efforts of many
sectors and partners from government, civil society and the international
development community. The UNAIDS Country Office seeks to recruit a competent
person for the post below:
Key responsibilities
The incumbent will support UNAIDS’ reinforced and
reinvigorated strategic information role focused on assessing progress and
identifying programmatic gaps of the country’s AIDS response, under the direct
supervision of the UNAIDS Country Coordinator (UCC) and with technical guidance
from the Regional Support Team and relevant units and departments at
Headquarters.
The incumbent plays a pivotal role in providing the evidence
needed by the UNAIDS Country Office to fulfill its strategic role in the
country. This is done by analysis of data on the status and trends in the
epidemic and the response, to quickly and efficiently assess the impacts of
past efforts and chart the way forward. These analyses and suggested
programmatic actions will be shared with the Regional Support Team and
Headquarters to enrich the aggregated picture at regional and global levels. In
particular the incumbent will:
Support the prioritization, process and technical aspects of
data collection and compilation, and analysis related to epidemiology and the
response, in view of informing future programme efforts, including:
surveillance, surveys and mapping; analyses of programmatic and survey data on
the response; strengthening of M&E systems; analyses of status and trends
of the epidemic; analyses of the distribution of new infections by geography
and by mode of transmission; triangulation and modeling of epidemiological and
response data assess impact and identify programmatic gaps.
Assist the UCC in reinforcing capacity building of national
counterparts in data collection, data analysis, reporting and using evidence
for programming;
Liaise and work closely with country level partners
including GFATM, bilateral agencies including PEPFAR, International NGOs on
advancing evidence informed approach to the national AIDS response;
Ensure follow-up and provide support to the UCC for specific
programmatic actions and reprogramming informed by strategic analyses that
identify programme gaps;
Proactively assist the UCC in the monitoring the UN Joint Programme
on AIDS and provide assistance to all agencies on monitoring of the
implementation of UBRAF and UNOAF;
Support reporting at national level and contribute data and
analyses to the regional and global level;
Perform other related duties as assigned, including
replacing and/or backstopping for other.
Requirement:
Essential: University degree in public health, epidemiology,
statistics and demography.
Desirable: Advanced university degree in one of the above
Fields.
Experience:
Essential: A minimum of 3 to 6 years of professional work
experience in the design, development and operational application of strategic
information systems of AIDS programmes in low and middle income country
settings. Demonstrated knowledge and sound understanding of the UN System.
Languages:
Essential: Advanced knowledge of English as well as advanced
knowledge of the local language.
Desirable: Knowledge of another UN official language.
Other Skills and competencies
Quantitative skills to analyze data; skills in translating data
into proposals for action; good understanding of the HIV and AIDS epidemic and
its impact on countries; knowledge of development and multisectoral issues.
