Purpose of the assignment:
Under the supervision of the Chief Alive Section, the Technical Project Manager will help coordinate and support UNICEF eHealth initiatives and other support to the Ministry of Health.
The consultant will coordinate with the ALIVE Child Survival Systems Strengthening Specialist who will provide overall guidance on the planning and implementation of eHealth initiatives in support of the MoH.
SELECTION CRITERIA
Good understanding of development issues, world affairs and current events
An understanding of UNICEF programmes and policy, including knowledge of technology and partnership goals, as well as sound interpretation and judgment to present these programmes and policies in a way that enhances UNICEF's image is advantageous.
Qualifications and work experience:
- An advanced degree in Public Health, Management, International Affairs, International Development, Engineering, IT systems, or a related field; or a combination of a Bachelors degree in a relevant field and practical experience in complex IT systems project management.
- 5-7 years experience designing and implementing solutions for large-scale technical projects - including supervising engineers and software developers; responsibility for budgets, contracts and procurement, etc.
- Experience with ICT hardware, mobile phones and web-based technologies.
- Experience in supporting and coordinating project activities across a large organization and with other international partner organizations.
- Proven experience in the evaluation field and good understanding of research steps and on linkages between programme implementation and programme evaluation.
- Experience with electronic MRS, patient tracking or other related Information Systems, and broad knowledge across existing solutions including DHIS2, OpenMRS, CommCare, ChildCount+ and/or MoTech is desired
Other criteria:
- Proven ability to interact diplomatically with high-level officials, as well as experience working directly with community-level partners.
- Proven skills in negotiation, networking, strategic thinking, and advocacy
- Proven ability to conceptualize, plan and execute ideas as well as to transfer knowledge and skills.
- Strong writing and communication skills and the aptitude to handle competing messages and priorities with multiple audiences
- Ability to travel and work in remote and sometimes insecure locations
- Fluency in written and verbal English is a must; another UN or local language is a plus.
- Residence and work experience in East Africa, current or past, is advantageous.
