20 Vacancies Ministry of Water and Environment (MWE) -Uganda


Job Title: Water Engineer (20 Vacancies)
Reports to: District Engineer
Organisation: Ministry of Water and Environment (MWE)

1. Background
The Government of Uganda through the Ministry of Water and Environment (MWE) provides funding from the District Water and Sanitation Development Conditional Grant for District Local Governments. Funds for this programme are directly disbursed to districts as per approved work plans and are expected to be implemented by functional District Water Offices. The Ministry
however noted that this function is not being adequately handled as a result of acute staffing gaps in the District Water Offices. The Ministry has therefore deemed it necessary to second caretakers to water offices where districts have failed to source for and retain competent staff. The Officers remuneration will be obtained from the Conditional
Grant as a midterm measure before regularization by District Local Governments. The ministry therefore seeks to recruit Water Engineers ready for deployment to the identified District Local Governments.
2. Job Description and Person Specification for the position of Water Engineer

2.1 Duties and Responsibilities:
1) In charge of the District Water Department.
2) Preparations of Terms of Reference for engaging technical
consultants and contractors, as well as ensuring good project
management cycle execution.
3) Review technical plans and reports, Operations and Maintenance
arrangements
4) Establish and maintain water resources database and developments
in the District
5) Technical Supervision of consultants and contractors as well as staff
under his or her supervision.
6) Spot check validity of technical issues in consultants’ reports
7) Participate in preparations of monthly/quarterly /annual technical
work plans, reports and accountabilities.
8) Planning and budgeting for water supply facilities.
9) Initiate and participate in procurement of service providers for water
and sanitation services.
10) Monitoring and quality assurance of works.
11) Carry-out any other duties assigned by the Supervisor.
2.2 Qualifications and Experience:
• Bachelor of Science Degree in Civil Engineering/Water Engineering from a recognized University.
• Possession of an added qualification in Water related field, and registration with Uganda Institute of Professional Engineers ( UIPE) and Engineers Registration Boards (ERB) is an added advantage.
• At least two (2) years working experience.
2.3 Essential skills and Requirements:
• High level of ethics and integrity.
• Innovative and proactive, enjoys making things happen, does not wait for them to happen.
• High level of inter-personal, decision- making and problem solving skills.
• Excellent verbal and communication skills.
• Demonstrated ability to work independently and with teams to achieve district objectives.
• Willingness to work in any part of Uganda.
• Computer knowledge in Ms Word, Excel is a must, knowledge of design package is an added advantage.
2.4 Duration of the Assignment
Twenty (24) months contract will be awarded to the successful
candidate, commencing immediately on appointment. Possibility of
extension subject to satisfactory performance.
