Context:
Under the overall supervision of the Representative and
direct supervision of
Coordinator Sub-regional Office (Moroto), the National
Program Officer-Field Officer (NPO-FO) substantively and administratively
contributes to the effective management of UNFPA activities in North Eastern
Uganda. The NPO-FO will be based in Moroto and guide and facilitate the
delivery of UNFPA programs by monitoring results achieved in the implementation.
He/she ensures and guides the appropriate application of systems and procedures
and develops enhancements if necessary.
• Environmental
scanning and advocacy:
- Ensure daily follow-up of the general situation of the
region, particularly by regularly gathering information on reproductive health,
GBV/gender and population
- Guide and facilitate the delivery of UNFPA programs (RH,
GBV, P&D, FGM) by monitoring results achieved in the implementation
- Undertake field support missions and assessments as appropriate
to strengthen implementation of UNFPA approved annual work plans and
agreements, to inform strategic approaches and for addressing ICPD agenda.
- Programme Development and Coordination:
- Proactively advocate for and contribute to the integration
of Reproductive Health, HIV/AIDS, Adolescent Sexual and Reproductive Health,
GBV/gender and population issues in local policies, plans, programmes and
surveys/studies
- Support developing comprehensive sexual and reproductive
health, GBV/gender and population programmes by working closely with government
ministries, local district technical teams and officials, local NGOs and UN
agencies active on the ground.
- Follow up UNFPA funded projects and support the partners
in developing and submitting quarterly work plans, narrative and financial
reports in conformity with the signed agreements.
- Assist the districts in developing a sound logistics
system, addressing issues surrounding forecasting, storage, distribution and
reporting on reproductive health equipment, supplies and commodities
- Support capacity assessment and development of
stakeholders in the areas related to ICPD agenda.
- Support and contribute to the development of Moroto DO
AWP/DEX in line with CO IPTS, OMP and DoL and ensure timely implementation and
reporting
• Monitoring and Evaluation:
- Assist Moroto DO and District Health Teams to track and
monitor UNFPA’s equipment, supplies and commodities by establishing a
monitoring mechanism which takes into consideration district storage capacity,
access, utilization rate, coverage and distribution.
- Monitor UNFPA’s programme activities by keeping close
record of activities/ trainings being implemented on ground, funds being
expended and agreements being made with local partners and provide constructive
feedback for improvement
• Liaising with
Partner Agencies:
- Liaise with exiting District Disaster Management
Committees and recovery
systems to ensure that ICPD agenda is taken into
consideration,
- Liaise with other sectors (protection, community services,
health, education, etc.)
to ensure a multi-sectoral approach in programme design and
represent UNFPA in
KIA and relevant sectoral meetings
- Maintain solid working relationship and constantly share
relevant information with
UN partner agencies and represent UNFPA in UNKT meetings as
required
- Strongly advocate UNFPA work and mandate to partners and
donor agencies.
Work closely with other partners and contribute to
preparation of proposals for donors.
- Work with local media agencies to help publicize UNFPA
work via press releases, articles, documentaries, TV interviews, radio etc.
• Reporting:
- Prepare regular analytical and project reports to be
shared with District officials and UNFPA Country Office.
- Document the best practices and approaches for deepening
the knowledge base for UNFPA and partners.
- Develop bi-weekly work plans and reports, trip reports,
NTFs and other reports as needed or requested.
• Administrative and
Miscellaneous Duties:
- Support the development and review of Performance
Appraisal for staff assigned to the Moroto office.
- Ensure organizational assets and equipment are maintained
and used in line with the UNFPA policies and business practice.
- Support Moroto DO in managing common services in WFP
compound and represent UNFPA in joint common services meetings as required.
- Other duties as required and requested by the supervisor.

Job Requirements:
- Academic Requirements: advanced university degree in
medicine, public health, demography, social science or other relevant field.
- Experience: 5 years professional experience preferably in
programme/project management in the public or private sector.
- Languages: Fluency in oral and written English, skills in
local Nga-Karimojong is an asset.
- Computer skills: Proficiency in current office software
applications.
