University Research Co., LLC (URC), a US-based public health
organization working in Uganda since 2005, is implementing the USAID-funded
Strengthening Uganda’s Systems for Treating AIDS Nationally (SUSTAIN) project.
The project supports delivery of quality HIV prevention, treatment, care and
laboratory services at selected referral and general hospitals. URC is seeking
qualified candidates to fill the position of Grants Compliance Officer (7
positions) based in Kampala
with frequent travel to SUSTAIN-supported health facilities.
Job Summary
The Grants Compliance Officer is responsible for the
financial and contract management of grants from the funds received under the
SUSTAIN Uganda
project. Key responsibilities include but not limited to:
o Under
the direction of the Finance Director, effectively administer sub-grants to
supported hospitals to enhance SUSTAIN activities of systems strengthening in
HIV/AIDS care, prevention and treatment.
o Maintain
well-organized and updated files and records on each sub-grantee
o Routinely
monitor and review sub-grantees progress in meeting targets/ deliverables and
providing documentation of expenditures in line with sub-grant requirements
o Review
activities reports from sub grantees to ensure compliance.
o Facilitate
timely release of sub-grantees funding and reimbursement.
o Provide
orientation, regular feedback, coaching, and mentoring of sub-grantees related
to grant financial management performance, business principles, appropriate
management of grants, and USAID rules and regulations
o Support
improvement of sub-grantees financial capacity through regular
coaching/monitoring.
o Follow
up and review of sub-grantee accountabilities and reports for direct site
support activities.
o Provide
regular feedback to Finance Director, COP and Deputy Chief of Party on
sub-grantee progress.
o Update
and maintain SUSTAIN regular tracker for sub- grantee progress monthly.
o Develops
materials and provides training and oversight to facilitate the preparation of
reports Participate in internal audits and reviews, as required, to ensure
compliance with URC standards, donor requirements, and generally accepted
accounting practices
o Stay
abreast of donor policies, procedures, rules and regulations; compile and
update applicable local policies; and train URC’s program and partner staff in
these policies.
Requirement:

A degree from an accredited institution in an
appropriate field (financial management, business administration) and two (2)
years of combined experience in grant/contracts administration management and
financial management, accounting, or related field.

Demonstrated knowledge of USAID regulations and
requirements that govern grants administration.
·
Ability to understand, analyze, and interpret
grantor guidelines, financial reports, and legal documents.
·
Ability to respond effectively to complex
inquiries from grantors and regulatory agencies.
·
Ability to present information effectively to
top management, public groups, and project managers.
·
Ability to define problems, collect data,
establish facts, and draw conclusions.
·
Demonstrated ability to manage multiple projects
concurrently under deadline pressure and changing priorities.
·
Ability to solve problems creatively in order to
meet the project objectives.
·
Ability to work a flexible schedule that may
include evening and/or weekend assignments.
