Action Against Hunger (ACF) is an International
Humanitarian NGO which has been in existence for over thirty years. ACF has
been implementing Food Security and Livelihoods, Nutrition, Water, Sanitation
and Hygiene programs in the Lango, Acholi, West Nile and Karamoja regions of
Northern Uganda.
Job Summary:
The Program Manager will proactively monitor and
daily supervise the implementation of Curative and preventive Nutrition
interventions in the refugee settlement. The Program Manager reports directly
to the Field Coordinator.
Key Duties and Responsibilities:
Management of the project and its daily
implementation:
·
Ensure completion of the
objectives and targets of the programme and ensure the quality of the
implementation
·
Implement the activities using
the technical guideline and standard set by Action Against Hunger in the nutrition sector.
·
Develop the activities of the
programme as per the proposal approved by the donor and ensure a harmonised and
equal technical and financial implementation of the programme in the three
location (Kiryandongo, Adjumani, Yumbe)
·
Update and submit weekly work
plan to the field coordinator and the nutrition coordinator
·
Send every month qualitative and
quantitative activity progress reports
·
Prepare the quarterly and final
donor report of the project
·
Manage the data collection
concerning the different activities of the project as a basis for the
evaluation and furtherance of the programme.
·
Participate in the preparation
and execution of nutritional investigations (provide information to those
conducting the study: local geographical, economic, social and anthropological
data).
·
Prepare with the support of the
Deputy programme managers the procurement requests.
·
Ensure close follow up of
procurement in collaboration with the logistic department.
·
Ensure regular, timely and full
spending of the budget in line with the donor guideline and the approved budget
structure.
·
Update and submit every month the
Budget follow up file.
·
Optimize the budget within the
limit of the donor flexibility and propose reallocation of funds
·
Participate in the weekly
operation meeting with logistic department and fiancé department to address
procurement and spending issues.
Organize
staff development programmes for Action Against Hunger teams
·
Evaluate the skill level and
technical competence of the Action Against Hunger teams
·
Identify training needs for staff
and implement trainings tailored to suit the programme implementation.
·
Build skills and capacity of
Action Against Hunger colleagues in his/her programme
·
Implement quality and pertinence
training programmes established for the Action Against Hunger teams
Manage
Performance of staff teams reporting to him/her
·
Manage performance of Action
Against Hunger teams within the programme
·
Provide strong leadership and
guidance to the programme implementation
·
Create and supervise action plans
for individual team members
·
Manage overall planning and the
division and coordination of work in collaboration with his/her supervisor
·
Assist with the team members'
routine questions (on technical matters relating to malnutrition)
·
Propose optimization of the HR
structure of the programme
·
Organise regular visit to the
different basis (50% of the time) to provide support to the DPMs and the rest
of the programme team.
Provide inputs for the development of new
projects
Identify
and propose the development of new programmes
Write
up of the nutritional and medical sections of proposals for new activities
Represent ACF and develop local partnerships:

Create and develop a professional
standing of Action Against Hunger in his/her geographical area
·
Build quality relationships with
partners and other implementing partners
·
Representing nutritional issues
at the level of the programme and the geographical area of intervention in
regional coordination meetings, meetings with the authorities and visits by
funding bodies and partners
·
Present the programme activities
and prepare regular external reports for partners (the authorities, funding
agencies etc)
·
Develop a framework for
communication with local representatives (regular meetings, identification of
key local actors and development of collaboration with them) in order to
facilitate harmonious and productive relations
·
Adhere to the terms of agreements
signed off with partners working in the same field and referring to them
regularly to ensure that collaboration follows the lines intended
·
Respect for the principles and
values of Action Against Hunger in its relations with partners
Qualifications, Skills and Experience:
·
The ideal candidate for the
Action Against Hunger (ACF) Program Manager career opportunity should hold a
Bachelor’s degree or a Master’s Degree preferably in Nutrition from a
recognised university
·
Five years of humanitarian
experience in an emergency setting
·
Good communication, writing and
analytical skills
·
Good team management and
representation competencies
·
Knowledge of budget management
·
Experience in assessment,
monitoring or evaluation
·
Familiarity with Action Against
Hunger and acceptance of Action Against Hunger’s principles
·
Previous experience in
prevention, identification and treatment of malnutrition
·
Knowledge of the local Area,
local context, language is an added advantage
·
Previous experience in anemia
prevention through vitamin and micronutrient powder distribution
·
Previous experience in working
with VHTs.
·
Excellent facilitation skills
·
Ability to exercise sound
judgment and make decisions independently
·
Extremely flexible with the
ability to cope with stressful situations
·
Excellent reporting skills with
good oral and written communication skills
·
Knowledge of the local language
is an added advantage
·
Diplomatic and culturally
sensitive
·
Fluency in written and spoken
English
