Position Title :Manager - Epidemic and Pandemic Preparedness and Response (1 position)

Background
With support from IFRC, URCS has secured funding support from USAID to implements
nationwide
community epidemic and pandemic preparedness (CP3) program. This
program is to ensure that communities are at the center of epidemic and
pandemic preparedness and play a significant role using the all-hazard,
whole-of-society approach to build the capacity and skill of communities, civil
society organizations (CSO), to support and complement government health
emergencies preparedness strategies and localizing United Nations’ (UN)
initiatives aimed at meeting obligations under Global Health Security Agenda
(GHSA) and the International Health Regulation(IHR).
Job Purpose:
·
The Manager Epidemic and Pandemic
preparedness and response will be responsible for:
·
Developing work plans, budgets
and monitoring plans for the implementation of CP3- epidemic and pandemic
preparedness program;
·
Coordinating and supervising the
implementation of the epidemic and pandemic preparedness program across the
organization;
·
Leading URC’s policy development
of an all-of-society, all-hazard approach to epidemic and pandemic risk
mitigation;
·
Leading the development of a URCS
strategy for epidemic and pandemic preparedness and response for branches in
synergy of integration of other stakeholders’ initiatives;
·
Leading the building of an
all-around National Society multi-sectoral framework for health risk management
that will enable health risk analysis that will contribute to enhance the
capacity of the branches to detect, prevent and mitigate impact of health
emergencies;
·
Collaborating with disaster risk
management, organizational and volunteer development teams in support of
improved management of health emergencies;
·
Coordinate and serve as secretary
of the multisector project steering committee.
Job Duties and Responsibilities
·
Ensure timely and effective
implementation of the CP3 project;
·
Lead in the design and roll out
of surveillance guidelines, protocols, surveys and monitoring surveillance
systems for detection, verification and local response to public health
incidents across branches ensuring efficient data collection, correlation,
analysis, interpretation, timely reporting and dissemination of
information/alerts to all stakeholders;
·
Work with branches and volunteers
to institute mechanism for disease outbreak surveillance guided by accurate
data collection in collaboration with civil society, the media and health
facilities;
·
Coordinate the establishment of
functional health emergency response teams in branches, early warning systems
for epidemic and pandemic- prone branches diseases for early detection and
response to potential hazards to infectious human and Zoonotic diseases;
·
Develop appropriate contingency plans
for building the capacity of communities to conduce surveillance, alert and
respond to health emergencies in accordance with the NS response protocols;
·
Contribute to the profiling of
the health department through preparation departmental strategies, research and
learning initiative, develop concept notes and abstract on health issues,
prepare periodic reports and other ad-hoc reports;
·
Carry out broad consultations on
policies, strategies, smart practices and approaches to national health security
and related issues to support program development planning, management,
implementation and delivery of results, and lead NS policy development in the
area;
·
Participant in resource
mobilization efforts as guided by URCS fundraising strategy;
·
Perform any other
incident-specific duties assigned to you, as may be required by the functional
supervisor.
Minimum qualifications, working experience and competencies:
Education Qualifications
Post graduate training in public
health, Epidemiology, Health information Management or public management of
communicable diseases from a reputable institution.
Bachelor’s Degree in Human
Medicine and surgery or Veterinary Medicine/Science from a reputable
institution.
Essential experience
·
Minimum 3 years related
experience, at the national and international levels, in quantitative
epidemiology and the implementation of public health surveillance, outbreak
investigation and response.
·
Prior humanitarian working experience with
recognized Humanitarian Organization or with an international Non-Governmental
Organization with expertise in health emergencies response;
·
Previous experience in
implementation of Integrated Disease Surveillance and Response (IDSR).
·
Working experience at field level
with recognized Humanitarian Organization or with an Organization with
expertise in health emergencies response
Essential Knowledge
·
Sound knowledge and skills in
database management and statistical analysis, monitoring and evaluation or
public health information management.
·
Demonstrated knowledge,
competency and professional skills on the public health aspects of infectious
disease control, epidemic and pandemic preparedness and response with
particular attention to application of an all-hazard approach in the context of
the International Health Regulations (IHR), Global Health Security Agenda
(GHSA) and the use of event based and indicator based surveillance.
