IGAD REGIONAL ANIMAL WELFARE ACTION PLAN
Position Title:Consultancy for the Development of a Regional Animal Welfare Action Plan

Background
The IGAD region in the horn of Africa is endowed with high livestock and
livestock resources that form a critical part of the economies of the member
States. This offers a unique potential for poverty alleviation, food security
and as source of hard currencies. These highlight the important contribution of
livestock and create a need to put into place necessary measures to achieve
effective and efficient animal health services by strengthening the
institutional environment at the national and regional level.
Intergovernmental Authority for Development (IGAD )and its partner Pan
African Animal Welfare Alliance (PAAWA) plans to develop and come up with a
Regional animal welfare action plan towards compliance with OIE standards and
the development animal welfare good practice in the IGAD member countries;
namely, Djibouti, Eritrea, Ethiopia, Kenya, Uganda, Somalia, South Sudan and
Sudan .
The overall objective of the action proposed is the participatory
development of a regional animal welfare action plan for the IGAD region based
on OIE instruments. IGAD in consultation with its partner PAAWA seeks to
procure a Consultant to develop and coordinate the process of coming up with
the regional animal welfare action plan.
Scope of Work/Specific objectives of the consultancy
The Consultant will be required to undertake the following duties during
the assignment:
1. Conduct a scoping study on the status of animal welfare and compliance
to OIE standards in the IGAD member states , gather suggestions on proposed
national action plan and draft a regional action plan
2. Develop a regional animal welfare proposal to implement the action plan
3. Facilitate the regional workshop that review national findings, validate
the regional action plan and enrich the animal welfare proposal for soliciting
funding
4. Produce regional policy briefs and animal welfare good practice papers
for each of the member states.
Proposed Methodology and Approach
The consultancy is required to outline the indicative approach and
methodology that shall be followed by providing a clearly elaborate outline of
the approach in response to the TORs. The approach should include, among
others, the following:

Schedules to review relevant
documents

Schedule of meetings with relevant
bodies in member states
·
Approaches for designing, enriching
and validating the regional Animal welfare action plan
·
The assignment is expected to take 55 days.
·
The consultant will develop and submit a work plan and timetable before the
commencement of the assignment. Once the work plan is accepted, ICPALD and
2Pan African Animal Welfare Alliance (PAAWA) will help and facilitate the
consultant to implement the work plan
Duration of the consultancy
The expected level of efforts is fifty five /55/consultancy days, spread
over 6 months (end of July 2015). The Consultancy starts on a day to be agreed.
Expected Outputs and deliverables

An inception report including the
methodology and questionnaires and the work plan

A comprehensive draft national status report and regional animal welfare
action plan

Draft animal welfare proposal
·
Facilitation and presentations in
the stakeholders’ validation workshop
·
Produce regional policy briefs and national animal welfare good practice
papers
·
A final Consultancy Report
REQUIREMENTS
Key expert
The Consultancy will have 1 Senior Expert for a total of 55 man-days from
Mid January 2015. The consultancy duration will be spread over to end of July
2015. The profile of the experts should be as follows:
Qualifications and skills
•Master or PhD degree or equivalent in Animal health with relevant
experience on Animal welfare issues
•Knowledge and experience of using participatory approaches
•Strong analytical skills
•Excellent communication skills and fluency in English
General professional experience
•A proven successful track record in writing national and regional
strategies and policies
•Proven experience in the programming and policy level
•Experience in conducting and facilitating dialogue with national, regional
and international organizations
Specific professional experience
•At least 10 years work experience in livestock development particularly in
Animal welfare issues
•Knowledge of animal welfare legislation, OIE standards, and animal welfare
principles and issues
•Understanding of teaching and training, education and awareness methods to
improve the reach of animal welfare understanding within the member states
•Legal background and understanding of the domestic and international laws
related to animal welfare
•Demonstrate competence and skills in developing a regional action plan
Reporting and payment
The payment will be at the rate of 300 USD per day. Payment is based on
execution and terms of payment and subject to clearance by ICPALD. Air tickets
and Daily Subsistence Allowance (DSA) will be covered for field work upon
approval of travel schedules.
3 Insurance cover
The consultants will be responsible for their own medical and life
insurance covers for the duration of the assignment.
