JOB OBJECTIVE:
Reporting to the Programme Manager, the job holder will provide onsite
supervision to static, outreaches in the wellness centers in the districts of
operation. The job holder must have hands on experience in SMC. The job holder
will provide coaching and mentorship to the health providers in the wellness
centers and outreaches. The job holder will lead the technical implementation
of the CDC 1020 Project in Luwero and other districts of operation. The job
holder will focus on increasing control measures against sexually transmitted
HIV. The job "holder will play a lead role in the design, monitoring and
evaluation, documentafion, partnersflip formation and advocacy aspects of the
Project and will directly manage project staff and other health workers as
assigned.
DESCRIPTION OF DUTIES:
Ensure that AMREF's projects in the districts assigned are aligned to the
proiect proposal and corresponding Country Programme Operations.
Partner with district local governments to ensure training of relevant
stake holders on strategies to reduce sexually transmitted diseases, manage VCT
and couple disclosure, promote effective referrals, and ensure quality data
collection (CBHMIS) in partnership with the M&E Manager.
Work with relevant stakeholders especially ACP and CDC, to identify, design
and implement community-based programs.
Ensure that Health Management Information System (HMIS) is linked to
existing Ministry of Health systems and to ensure solid records management
systems.
Contribute to formulating strategies to increase SMC and reduce HIV
transmission through Sexual routes. Ensure that data is collected and analyzed
to facilitate quality planning and reporting. This will include development of
indicators to measure the impact of the project but in close collaboration with
the M&E Manager.
Liaise with District Health Teams (DHOs) to promote, review/develop, track
and use health indicators in health system planning and to identify best
practices that can be translated into scale-up activities.
Work with all relevant stakeholders to address prevention strategies,
especially in SMC and capacity building needs and to deliver relevant
interventions to the local stakeholders in the project area Monitor performance
indicators and proqress against milestones.
Coordinate the development and
implementation the project ensuring consistency with AMREF's core
mission, values and principles.
Spend time in the field with staff, partners and beneficiaries, ensuring
that the assigned portfolio of work is integrated within the assigned districts
of the project and within the Country Programme and that project experiences
are consistently documented, widely shared and utilized for evidence based
advocacy, at local, national and international levels. Supervise all staff at
assigned field stations.
Improve visibility/credibility of AMREF in districts of operation, among
communities, donors, and government structures and to ensure prudent management
and quality reporting on activities and budgets.
Contribute to the change management and strategic growth of the lJganda
Country Program by keeping the Programme Manager, Country Director and- Deputy
Country Director of developments and issues of interest to the project.
Represent AMREF at local level forums that are relevant to the project and
AMREF's work at the local level and provide relevant feedback to and from the
relevant partners.
Manage usage of all resources available ensuring both value for money,
quality and cost effectiveness.
Establish and maintain regular M&E systems in close collaboration with
relevant stakeholders.
Organize and partiCipate in steering committee meetings and other relevant
for a at local and national levels as assigned by the supervisor.
Provide support supervision in all the designated areas of operation.
Perform any other duties relevant to the project as assigned by the
supervisor.
QUALIFICATIONS,
EXPERIENCE AND SKILLS:
A degree in health, Social Science or a healtfl related field
Post graduate diploma in Project Management.
Experience in Continuous Quality Improvement (CQI) and External Quality
Assessment (EQA)
Well versed on the MOH reporting guidelines and use of national SMC
Services
Experienced and a good understanding of documenting best practices
Computer literate
At least 3-5 years experience in HIV/AIDS interventions at the national
level and behavioral change 8revention programs preferably in an f\JG
environment. Hands on experience and exposure working in wellness centers,
participating in outreaches and in SMC IS an added advantage.
Knowledge of SMC Control policies is essential.
Track record in managing
financial resources in an NGO
