JOB OBJECTIVES:
Reporting to the Deputy Country Director, AMREF Uganda, the Project Manager
will ensure effective implementation of the Clinical & Diagnostics
Programme in Uganda in close collaboration with the Ministry of Health and the
Clinical and Diagnostics Programme Technical Leadership at AMREFrieadquarters.
The job holder will play a leading role in the development, design,
implementation, monitoring and evaluation, documentation, partnership formation
and advocacy aspects of a portfolio of projects, including the specialist
outreach services, the reconstructive surgery, safe motherhood and urology
projects, community based disease surveillance and the laboratory external
quality assessment scheme. Project development will include relevant
integration with other AMREF programmes. The job holder will directly manage
project staff as assigned.
DESCRIPTON OF DUTIES:
Represent AM REF in key fora and relevant government and partner networks
to ensure the AMREF Clinical and Diagnostics Programme plays a major role in
the health system strengthening agenda in Uganda. Manage partnerships ana
networking with the MOH, regional and district authorities, and the Clinical
and Diagnostics Programme Technical leadership at AMREF Headquarters.
Coordinate with the Ministry of Health and development partners to promote
access to specialized medical services in hard-to-reach settings.
Advocate for integration of obstetric fistula prevention ana repair
interventions into national safe motherhood activities, thereby contributing to
reduction in maternal morbidity, mortality and disability in Uganda.
Lead the coordination of provision of surgical correction and
rehabilitation for those with deformities, such as cleft lip and palate, in
collaboration with surgical centers of excellence in Uganda and other partners.
Work with national and local authorities to promote linkages between
community levels of care and the formal health system, including disease
prevention, detection and response programmes. Develop and implement systems of
quality management and monitoring into health care services at all levels of
the health system, in partnership with the Ministry of Health and partners.
Participate in the timely procurement of quality medical supplies for outreach
services and other projects.

Compile and submit timely activity reports for all projects.

Take the lead in developing, testing and documenting pilot models, tools,
and approaches for health systems strengthening activities to promote better
access to quality health care. Identify training needs for health workers and
other project stakeholders, and develop and facilitate capacity building
programmes, including refresher training at peripheral levels, to improve
access to quality care.

Provide effective supervision and motivation of staff involved in project
implementation to promote optimal performance.

Establish and maintain systems for regular project monitoring and
evaluation to ensure tflat all relevant data is captured and analyzed to inform
project progress. Participate in operational studies related to project
implementation to contribute to standards of best practices.

Conduct regular and periodic appraisals of projects and project staff and
incorporate recommendations into project work.
QUALIFICATIONS, EXPERIENCE AND SKILLS:

A Bachelors of Science degree in Medicine and Surgery.
·
Experience in Continuous Quality Improvement (CQI~and External Quality
Assessment (EQA .
·
Well versed in MO reporting guidelines and national outreach service
operations in Uganda.
·
The job holder requires extensive knowledge of local government health
systems.
·
Experienced and a good understanding of documenting best practices.
Computer literate.
·
TraCK record in managing financial
resources in an NGO setfing.
·
Evidence of documentation of project experiences to support programme
development and evidence-based advocacy.
·
A masters degree in Health Services Management or Public Health
·
At least 3 to 5 years experience in clinical and diagnostic programmes.
