candidates for the following positions,
JOB SUMMARY
The Technical Specialist will contribute to the design of
the project strategy targeting destitute and struggling households at high risk
of unnecessary separation and support successful reintegration of children to
family-based care.
The HES Specialist will be responsible for conducting
training of government and project staff on the project household economic
strengthening approaches, overseeing project implementation by ChildFund and
implementing partner staff, and offer support supervision.
The position will be responsible for monitoring project
results, support project evaluations and contribute to the project learning agenda.
KEY RESULT AREAS
• Contribute to the development/adaptation of the project Household
Economic Strengthening strategy and guidance.
Offer significant inputs to the Household Economic Strengthening
training manuals, including interventions to assist destitute households, SCI,
Micro-enterprise SPM, and vocational training for adolescents and young
vulnerable children.
• Lead implementation of HES interventions. This includes:
Offer significant inputs to the project work plans,
technical reports, outlining implementing partners’ scope of work, training
field staff and offering support supervision.
Offer training and oversee implementation of HES activities
by project field staff and local implementing partners in 12 target districts.
• Maintain records of project beneficiaries and contribute
to the design and consistent use of tools to detect and address unintended
effect of household economic strengthening activities on children’s wellbeing.
• Liaise with government officials and other local
stakeholders to propose livelihoods activities and family support strategies that
will be sustainable after project close-out.
• Mentor and build community capacity to manage livelihoods activities.
• Contribute to the development of monitoring and evaluation
tools to measure the impact of household economic strengthening interventions
on children’s wellbeing.
Disseminate project results and lessons learned as described
in the program description.
• Identify best practices in economic strengthening and adapting
them to the specific vulnerabilities of children and their households for their
wellbeing
• Cultivate partnerships for new resources; promote networking,
collaboration and engagement with relevant platforms & processes within the
spheres of Economic strengthening partners.
• Support building of capacity and strengthening skills of relevant
groups, staff and partners in various functions through mentoring, training,
knowledge/information exchange, experience sharing and technical expertise in
the livelihoods pathways to enable tailor economic strengthening interventions
based on context
• Provide onsite visits to program beneficiaries to monitor progress,
assess program effectiveness and recommend program modification.
• Provides technical oversight in the design &
implementation as well as lead in conducting research, identifying potential programs
to ensure participation and effective deliveries of the HES program.
• Support the intelligence gathering, positioning of Country
Programme for rapid response to competitive bids, and general project
development and negotiations with donors in support of grants acquisition and
management.
EDUCATION
QUALIFICATIONS & EXPERIENCE
• MA in Economics, International Affairs, or other relevant
field.
• Minimum of 5 years of experience designing and
implementing household economic strengthening interventions. At least 2 years
of experience in a technical advisory role.
Demonstrated understanding of market-based household economic
strengthening interventions and best practices, including savings, credit and
investment groups, basic business skills training (Micro-enterprise selection,
planning and management), and youth vocational trainings.
• Prior experience working with multi-year USAID-funded projects.
• Understanding of child protection systems both at the community
and national level. Firm grasp on relevant policies, guidelines and child
protection structures.
• Experience working successfully with government agencies engaged
in promoting improved livelihoods for households and the provision of social
protection services.
• Excellent interpersonal skills, cross-cultural
communication, and ability to manage high-level relationships.
• Strong communication and organizational skills.
• Computer proficiency in general office software
applications (i.e. Word, Excel, Outlook, power point presentation)
• Must be able to travel to program locations.
• Ugandan candidates highly preferred.
