Background Information:
Our Client, an international NGO operating in the countries of Uganda, DRC, Sudan and Central
African Republic is seeking to recruit for the following national positions based in Kampala to
support their projects.
1.IT Officer
Responsibilities:
Reporting to the Logistics Manager, the position is responsible for the overall optimal use of the IT Resources and systems of the country offices and adherence to the IT policy so as to meet the organizations goals.
Key accountabilities:
• Conducting all IT operational needs assessment.
• Monitor and maintain computer systems and networks.
• Troubleshooting the system and solve hardware/ software faults that may arise.
• Conducting routine system checks
• Evaluate new technology and identify suitable contractors/vendors to supply technical equipment
or services.
• Maintain communication links with ISP technical staff and management
• Taking staff through a series of actions on the use of IT resources
• Ensure backup of all regional information to ensure availability in the occurrence of data loses.
Qualification, Relevant Wok experience and skills
• Bachelor’s Degree in IT,
• Communication skills,
• Knowledge in use of microsoft platform,
• Experience of 5+ years NGO preferably
• Fluency in written and spoken French.
2. Job Title: Engineering Officer
Job Purpose:
Work alongside the Country offices team in supporting the construction activities, through ensuring the continuation of project activitiesthrough adequate supervision of program sites.
Key accountabilities
• Supervise and manage constructions. Supervision and monitoring of works on sites to ensure quality work and proper management of resources, providing continuous feedback to the Head of Office.
• Build strong relationships with the country offices and with other organisation working in the same field.
• Supervision of Building Construction and Refurbishment, and water and Sanitation projects on site, analysis of costing estimates, monitoring
of works, and an assessment of quality of work.
• Ensure overall program quality, effectiveness, and timelines. Ensuring that proper materials are requested in a timely manner and they arrive to worksite.
• Generate monthly progress reports on activities. Carrying out assessment on site conditions and existing structures and producing the necessary reports.
• Ensuring that all constructions works’ set objectives and deadlines are met
• Helping to create building plans and Bills of Quantities for projects, timely and quality implementation of plans.
Required qualification
• Bachelor of Science in Civil Engineering,
• Communication skills, Experience and 5+ years of progressively responsible experience
• Working knowledge in written and spoken French.
8. Job Title: HR Director
Responsibilities:
Reporting to the Head of office, the position will be responsible for the overall
management of the human resource systems and practices within the region providing counsel on
procedure and policy interpretation; recruiting and retention strategies and employee relations issues,
and local employment laws.
Key accountabilities:
• Develop consistent Regional HR policy
• Align human resources strategy and programs with the organization’s strategy
• Manage employee relations practices.
• Investigate and resolves external and internal charges / complaints of harassment and/or discrimination;
• Oversee the region’s recruitment and selection practices
• Review, audit and approve salary transactions according to applicable procedures. Counsel andadvise management regarding salary planning/ compensation
• Lead and develop the regional human resources team.
Qualifi cation, relevant work experience and skills
• Masters degree in human resources management, business administration or related fi eld.
• 15 years of progressive human resources experience
• Experience in the development of organisation policies
• Must possess a commitment to the belief that all people have the right to dignity, respect, opportunity and full community inclusion.
• Ability to act as a strategic partner to organization-wide and regional leadership, strong project, communication and time management skills
• Strong interpersonal, persuasion and creative problems solving skills are required.
• Working knowledge in English, French and Kiswahili.
3. Position: Driver / Mechanic
Responsibilities:
Reporting to the Logistics Assistant, provide effi cient and effective driving, basic vehicle maintenance, support the overall sound implementation of the functions of organisation.
Qualifi cation, relevant work experience and skills
• Minimum of A level Certifi cate and must have a valid driving permit (with AAA accreditation for international driving) with not less than 3 relevant classes
• Must have very sober habits ability to work effectively with different cultural backgrounds.
• Must have gained experience in working as Driver for at least 5 years with INGO
• Fluency English, French and Kiswahili with age between 28 – 48years
4. Job Title: DM&E Specialist
(Duty Station: Gulu)
Responsibilities:
Reporting to the Program Coordinator, the position will be responsible for providing technical support and leadership to establish DM&E systems, with a focus on increasingnational staff capacity in this area; and a commitment to institutionalizing and nationalizing the DM&E system, development of country program strategy.
Key accountabilities:
• Provide leadership in the development of a DM&E strategy for the organisation.
• Formulate program-level M&E systems that inform and improve programs
• Ensure way of using M&E results to improve the quality of existing interventions
• Participate in program management meetings and strategy sessions.
• Develop a comprehensive staff training series and build team capacities in the area of design, monitoring and evaluation.
• Develop plans and build the capacity of all relevant team members to practice sound project design (or review), monitoring and evaluation.
• Provide technical support for performance monitoring, data validations, planning, quality controls, accountability mechanisms, results reporting, assessments, and evaluations;
• Undertake the design, quality control, development, and completion of all assessments, analytical reports, and evaluations;
• Coordinate closely with the Reporting Offi cers to enable timely and accurate reporting, as well as
management systems and forms that harmonize between field needs and database reporting.
• Regularly visit project sites to ensure that monitoring systems are accurate and effi cient and that project staff have the necessary skills to perform.
• Contribute to development of project logic models and log frames and M&E components in new programs and/or proposals and act as a link to the HQ New Initiatives Team.
• Coordinate special studies to investigate new opportunities.
Qualifi cation, relevant work experience and skills:
• Bachelor’s degree in statistics, demography or quantitative economics or other relevant field is
strongly preferred
• At least 5 years of experience in impact indicators, information/data gathering, impact assessments, and quantitative analysis
• Experience in monitoring and evaluating community
based programs
• Familiarity with standard organization IT applications and statistical methods
• Designing and establishing comprehensive M&E systems
• Impact assessments/analysis, information/data gathering, and quantitative analysis
• Strong presentation, training and communication skills
• Familiarity with Micros offi ce especially Access and/ or GIS is a plus
• Excellent verbal and written English skills
