population Secretariat (Popsec)
Location:Kampala
Background Information:
The population Secretariat (Popsec),which is mandated to
carry out promotion, coordination, Advocacy, Monitoring and Evaluation of the implementation
of population programmes and activities in Uganda, is seeking qualified and experienced individuals to fill the following vacant
positions
.The positions are project based and located in Kampala but will
require frequent travelling to different parts of the country during field
work.
Job Title :
Internal Auditor
Department:
Finance & Administration
Reports to :
Director POPSEC
Role : To ensure
adherence to financial rules and procedures in the management of POPSEC’s
financial and other resources.
Key responsibilities:
• To scrutinize payment vouchers and ensure conformity to financial
rules and regulations;
• To advise on, planning and installing budgetary accounts controls
and other policies and systems for smooth management of POPSEC’s financial and
other resources;
• To conduct financial investigations into such matters as suspected
fraud or improper claims and payouts;
• To carry out routine auditing of books of accounts and
related records to ensure regular conformity to accountability requirements for
advances made;
• To act as prompter in matters of effecting bank reconciliations
and preparation of accountability returns to facilitate prompt replenishment of
Cash Imp rests and other periodic financial releases;
• Assessing and identifying risks and taking measures to mitigate
them.
• To perform related work as and when directed by competent
authority.
Education:
• A University Degree in Commerce/Accounting/Business Administration
• Professional qualifications such as ACCA/CPA will be an added
advantage.
Skills:
• Financial Auditing Skills, Accounting skills , Computer applications
skills;
Experience:
• 2 Years’ post qualification experience in the auditing field.
• Not above 35 years of age.
2. Job Title:
National Programme Officer (Media liaison)
Reports To: Head
of Department.
Dept :
Information & Communication.
Role: To manage
and run a media liason section that supports information exchange, networking
and dissemination of population and development concerns among local, national
and international media.
Key Responsibilities:
• To spearhead implementation of the organizations media advocacy
and communication strategy.
• To establish and promote media relations, provide media briefs
for dissemination of population information.
• To organize press conferences and media briefings.
• To monitor media coverage and the impact on specific target
audiences.
• To develop partnership and networks with the media for
promotion of population facts and innovative
programmes.
• To collect relevant materials, documents and publications on
population and development for the resource centre, partners and the public.
• To develop and apply communications strategies that will maintain
a good public image for population secretariat.
• To assess media professional training needs and organize and
conduct skills development workshops.
• Perform any other duties as and when directed by competent
authority.
Requirements:
• A University degree in media studies ,journalism, mass communication
plus appropriate training in practical strategic communication and media
fields..
• Editorial skills with some knowledge of population issues
• Three years post qualification experience in the communications
field preferably in a media house
setting.
• Knowledge in social media will be an added advantage.
• Not above 35 years of age.
Job Title : IT
Assistant
Reports to : Head
of Department
Department:
Finance and Administration
Role:
Configuration, implementation and maintenance of IT equipment in the
organization.
Key Responsibilities:
• Installing ,maintaining and repairing hardware and soft ware
.
• Testing and evaluating new technology and supporting new
applications and users
• Implement network security measures to protect data software
and hardware.
• Troubleshoot computer hardware/ software and network problems
• Carry out periodic maintenance of the secretariat’s workstations
• Assist in the Specification of requirements for IT equipment
to be procured.
• Basic maintenance of the mail server with outlook express
for all users.
• Configuration of Local area network(LAN) and the Wide area
Network(WAN)
• Website maintenance which will include regular updating of
the website with current information about population issues.
• Any other IT related work.
Requirements:
• BSc. Computer Science or related field.
• Good knowledge of computer networking,
• Experience in mail server maintenance and troubleshooting.
• 2 years of preferred experience in providing all round technical
support to users

Procurement Officer
Reports to : Head

Department :

Job purpose: To
manage the acquisition of goods and services according to the laid down
policies and
procedures and the relevant procurement and disposal Laws of
Uganda.
Key responsibilities
• Heads the procurement section.
• Plans, organizes and coordinates the budget activities of the
procurement section.
• Coordinates with Head Finance and Administration, Finance
to ensure enforcement of procurement, as well as adherence to budgetary
provisions.
• Develops and implements suppliers selection process which
is fair, transparent and in compliance with the procurement regulations.
• Develops and implements suppliers and prices database.
• Prepares standard documents to b e used in connection with
procurement of goods and services in the company.
• Issues general guidance, advice and assistance on specific
issues to all departments undertaking procurement of goods and services for
their work.
• Responsible for forecasting the institution’s cash flow requirements.
• Performs any other duties as may be assigned by management.
Minimum qualifications:
• A Bachelors degree in business, preferably with specialization
in Accounting or Finance or Procurement.
• Professional qualification in CIPS is a must.
• Must be computer literate in MS Office Packages and PowerPoint.
Experience:
• A minimum of three (3) years in procurement management,
logistics and supplies with a bias in
government institution.
• Knowledge of Uganda Procurement regulations will be an added
advantage.
