1, Chief of Party - (1) position)
Save the Children seeks applications from suitably qualified and experienced individuals for an upcoming project that will strengthen and improve the quality and availability of services in public health facilities in select provinces within Uganda. The proposed positions are contingent on Save the Children being awarded the Cooperative agreement for this five year USAID-funded project Uganda Advocacy for Better Health.
Job Purpose:
The proposed candidate shall provide overall strategic leadership and oversight to the project. S/he shall have depth and breadth of technical expertise and experience, a solid professional reputation, interpersonal skills and professional relationships to fulfill the requirements of the program description,
Academic back ground and Experience;
·         Masters' degree or higher and a minimum of 10 years of experience in development working with local governments, civil society and communities;
·         Experience interacting with host country government agencies including local governments, development partners, and civil society organizations including community based organizations is essential.
·         Demonstrated understanding and knowledge of decentralization in the Uganda context, Uganda's sociopolitical economy, advocacy, health and education sectors;
·         Demonstrated team player with visionary leadership; Excellent managerial and operational experience, preferably in managing large donor projects involving coordination with multiple program partners or institutions in Uganda or the region;
·         Past experience of working with USG supported projects and knowledge of financial rules and regulations at a senior level is an advantage;
·         Experience in developing program work-plans, budgets, managing implementation, staff and short-term technical assistance.

2, Deputy Chief of Party/Advocacy and Partnership Specialist - (1) position)
Job Purpose:
The proposed candidate shall provide overall technical leadership to the project, transform the quality and delivery  of advocacy interventions, S/he shall have depth and breadth of technical expertise and experience, a solid professional reputation, interpersonal skills and professional relationships to fulfill the requirements of the program description.
Academic back ground and Experience;
·         Masters' degree or higher and a minimum of 10 years of experience in development working with on issues of advocacy and community empowerment;  Proven experience of capacity strengthening & advisory work, as well as facilitation, mentoring & coaching skills; Demonstrated track record of leading, designing and delivering influencing, campaigning and advocacy programs shall be essential;
·         Experience interacting with host country government agencies including local governments, development partners, and civil society organizations including community based organizations is essential;
·         Demonstrated understanding and knowledge of advocacy, decentralization in the Uganda context, Uganda's sociopolitical economy, health and education sectors; Ability to be a motivator and leader of change, drawing on excellent communication skills to drive transformation.
·         It is desirable that S/he has well developed abilities to motivate and persuade at high levels (for organizational change); Experience in developing effective communication and advocacy strategies is desirable;
·         Excellent judgment, conceptual and analytical thinking ability is essential;
·         Proven experience in partnership building and networking at various levels;
·         Ability to address rights (women, children, youth and other vulnerable groups) in the design/delivery of influencing work shall be essential.
3, Capacity Development Specialist - (1) position)
Job Purpose:
The proposed candidate shall provide technical support in Capacity building and Development. S /he will design capacity building strategies based upon clear guidelines and will work at both the national and sub-national level to empower and develop others. S/he will also work closely with CSOs, and the national and local government bodies.
Academic back ground and Experience;
·         Masters' degree or higher in Economics, Development Planning or related field; leadership qualities, depth and breadth of technical expertise and experience, management experience and excellent interpersonal skills, to fulfill the diverse requirements of the program description;
·         Minimum of 5 years demonstrated work experience and skills in Organizational Development;
·         Sound understanding and capability to empower and develop the capacity of others at both national and sub-national level; Demonstrated ability to design capacity building strategies based on clear needs identification and understanding of the operating context, and experience of working with CSOs, with national or local governments shall also be useful; Proven experience in development of interventions to improve quality, efficiency and sustainability of civil society and communities in Uganda or other regional countries is desirable;
·         Demonstrated knowledge and experience in planning  and program/project management for Government/donor initiatives is essential;
·         Familiarity with Public expenditure management and accountability;
·         Ability to address rights (women, children, youth and other vulnerable groups) in the design/delivery of influencing work shall be useful.


1.       Design, Monitoring and Evaluation Specialist - (1) position)

Job Purpose:
The proposed candidate shall provide technical support in the Design, monitoring and Evaluation of the program. S/he will be pivotal in identifiying, designing and rolling out monitoring and evaluation principles and frameworks essential to the needs of this program.
Academic back ground and Experience;
·         Master's Degree in Development Studies or any relevant discipline;
·         Minimum of eight (8) years' experience and demonstrated practical skills in monitoring and evaluation of voice and accountability programs;
·         Demonstrated ability and skills in analysis and report writing is essential.
·         Excellent knowledge of monitoring and evaluation principles and practices is essential;
·         Knowledge and significant experience in the development and implementation of monitoring and evaluation frameworks and systems required for community development programs are essential.
5, Finance and Grants Manager - (1) position)
Job Purpose:
The proposed candidate shall provide technical support in Finance and Grants management. S/he will be responsible for all financial matters in overseeing all the procurement and donor (USAID) compliance including the pre-award surveys for various  partners under the project. S/he will support the Chief of Party in the review of grant awards for responsibility, determination, cost realism, regulatory compliance and risk analysis and mitigation.
Academic back ground and Experience;
·         Master's Degree or higher in Business Administration, Finance, Accounting or other relevant field.
·         Must be a certified chartered accountant;
·         S/he must possess at least eight (8) years' experience in administrative and financial management of large donor projects;
·         Experience in auditing and accounting, grants and fund management;
·         Demonstrated experience and skills in developing and managing large budgets;
·         Proficient in relevant computer applications and databases; and strong analytical, oral and written communication skills; and capacity building support;
·         S/he should have skills and experience in the appraisal and evaluation of proposals and monitoring of grants. Demonstrated record of successfully managing grants for donor funded programs is essential;
·         S/he shall have experience in capacity building of sub grantee organizations and in financial and forensic audits of donor¬funded projects and programs;
·         S/he shall possess management and communication skills.
