Program Manager and Accountant vacancy at Protecting Families against HIV/AIDS (PREFA)

Responsible for: Program Officers, Training Coordinator, Community Liaison Officer and M&E Officers.
Work Station: Kampala - Head Office (50% field work)
Protecting Families against HIV/AIDS (PREFA) is an indigenous Non- Governmental Organization (NGO) that was formed to contribute to Uganda’s efforts in enhancing access to quality HIV/AIDS prevention, care, treatment, and support services to families with a historical focus on Prevention of Mother-to-Child Transmission. PREFA is looking for a competent person to fill the following positions:
Job Purpose:
The Program Manager is responsible for the overall management of program activities, and leads a team of professionals that will provide technical support to districts and other partners implementing Elimination of Mother-to-Child Transmission (eMTCT) of HIV services in PREFA supported areas of Uganda.
She/he will travel extensively to provide this support and guidance at regional, district, and community levels.
Key Result Areas:
1. Overall coordination of respective PREFA programs and to ensure effective implementation of program activities and attainment of desired results.
2. Provide technical support to the program team.
3. A well-motivated and skilled program team in place to provide high quality eMTCT services.
4. Ensure an effective mechanism for obtaining feedback on program implementation and lessons learned are in place.
5. Ensure regular program meetings to review progress in implementation of eMTCT activities.
6. Operational plans and budgets and standard operating procedures are in place for program implementation.
7. Ensure timely preparation and submission of program reports to the Ministry of Health and PREFA donors as required.
8. Overall management of program budget to ensure value for money.
Required Qualifications:
Minimum Qualification: Medical Degree and Master’s Degree in Public Health.
Experience:
• At least 2 years of experience in team management.
• At least 5 years of professional experience working in HIV/AIDS prevention and care.
• Practical experience working with partners at district and community level in HIV/AIDS work.
• Good understanding of current issues and developments in the field of HIV/AIDS and especially eMTCT, VCT and ART.
• Track record of working with Local government.
• Strong skills in Management and Networking.
• Excellent verbal communication and writing skills.
• Willingness to work and travel in rural settings in Uganda.
• Competency in Microsoft word, Power-point, Excel and Internet.

Job Title: Senior Accountant

Reports to: Finance and Administration Manager (FAM)
Responsible for: Accountants

Work Station: Kampala - Head Office
Job Purpose:
To support the FAM in the finance function for the smooth operation of PREFA’s programs and activities.
Key Result Areas:
1. Preparation and presentation of annual project budgets to accompany related work plans.
2. Monitoring of the allocation of project income and expenditure.
3. Review and approve all project payments and bank reconciliation.
4. Preparation of quarterly and annual cash flow projections.
5. Review periodic reports and statements for Financial Management as stipulated in Financial Policy for Management decision making.
6. Assistance in effective and efficient integration of project financial activities into the organization’s financial management and information system.
7. Help staff internalize the financial documents e.g. accounting manuals, finance policies, systems and procedures in the organization.
8. Timely project financial reporting and representation on behalf of PREFA at donor meetings on finance issues.
9. Financial support supervision provided to PREFA implementing partners and Non-finance staffs in Finance management skills in line with PREFA policies.
Required Qualifications:
Minimum Qualification: BCom or BBA (Accounting), or any other relevant discipline from a recognized institution. Professional qualification; ACCA, CPA or CIMA is a must.
Added Qualification: Masters in management.
At least 5 years’ working experience in accounting and financial management;
3 of which should have been at Senior Accountant level.
Proven knowledge of donor financial accounting procedures (multi-donor reporting) e.g. CDC/USAID rules and regulations and clear understanding of Government of Uganda accounting requirements.
Key Skills Required:
• Financial management skills and Budgeting skills.
• Demonstrated management skills, Interpersonal skills and Communication skills.
• Excellent computer skills in MS Word, Excel, and at least two accounting packages (including PASTEL).
