Uganda Christian University (UCU), a private institution
founded in 1997 by the Province of the Church of Uganda is dedicated through
teaching, scholarship, service, spiritual formation, student development and
social involvement to the preparation of students for thoughtful, productive
lives of Christian faith and service in their respective professions and
places.
UCU is seeking to recruit a highly motivated, innovative and
committed candidate to fill the position of Deputy Vice – Chancellor, Finance and
Administration. This is a senior position within the University’s Management
structure and the job holder is the Chief Finance and Administration Officer of
the University.
The successful candidate will be responsible for the
development and implementation of sound financial and administrative policies
that ensure financial and administrative strength needed by the University to
realize its mission and objectives.
Qualification and
Experience:
1. Must be a person of strong faith and integrity, a
committed Christian and member of the Church of Uganda or of the Anglican
Communion Churches in fellowship with the Church of Uganda;
2. Should preferably have at least twelve (12) years
progressive experience in finance and management positions at a senior level;
3. Should have a good Masters degree from a recognized
institute of higher learning. A PhD or higher professional qualifications such
as ACCA/CPA etc will be an added advantage;
4. Strong team leadership skills and demonstrable knowledge
of strategic planning;
5. Competency in Accounting & Financial Management in a
large organization;
6. Excellent verbal / written communication skills;
7. Strong organizational and negotiating skills;
8. Knowledge of national laws and policies in education;
9. Competency in MS Office Applications and accounting
Software;
10. Demonstrable capability for supervision and monitoring
of subordinated directorates/departments dispersed across the University;
11. Should be at least 40 years of age.
Overall objective of
the job is to;
1. Provide leadership, guidance, coordination and direction
in the directorates within the division.
2. Coordinate preparation of financial statements, budgets,
reports and auditing of University income and expenditure for presentation to management
and boards for approval.
3. Liaise with Financial Institutions such as banks,
relevant government offices, suppliers, creditors, student, staff and
faculty/department on various management
and technical issues.
4. Develop and implement all fiscal, administrative policies
and appropriate procedures to ensure common understanding in the performance of
duties and responsibilities and align them to the University’s strategic plan.
The job holder must constantly monitor the operations direction in line with
the strategic plan of the University
5. Ensure each department has easy access to policies and procedures
to ensure continued service delivery.
Job Description:
1. Reports to the Vice Chancellor;
2. Secretary to the Council and its Boards;
3. Serve as accounting officer and be responsible for the
management and administration of University finances and human resources;
4. Provide and maintain an effective budgetary planning and
auditable process for ensuring strict compliance with all approved budgets each
financial year;
5. Propose for enactment and coordinate robust Human
Resources policies, procedures and systems that attract and retain qualified and
experienced personnel;
6. Ensure that the University delivers high quality services
to all its stakeholders;
7. Ensure the development, deployment and support of an
information technology strategy throughout the University for management, students,
academic and administrative needs;
8. Custodian of the University Seal, policies and documents;
9. Design and co-ordinate procurement policies, and
procedures that would ensure the University receives quality services from
suppliers and gets value for its money;
10. Keep and maintain inventory of all University assets;
11. Keep and maintain all types of University Insurances;
12. Any other duties as may be prescribed by the Vice
Chancellor in the advancement of the University.
