development workers to assist in capacity building and technical assistance activities in over 70 countries worldwide. Peace Corps Uganda invites applicants for the position listed above, which is based in Kampala, Uganda and may require travel

Peace Corps Uganda. Peace Corps Uganda is looking for a dynamic and experienced professional in evaluation to fill this position. The applicant should have the passion and creative drive to join this project supporting staff and Volunteers in Uganda to conduct high quality monitoring, reporting and evaluation of their activities.
Job Description: The Monitoring & Evaluation (M&E) Specialist will assist with program design, the development of monitoring and evaluation plans and tools, data management and analysis, program reporting and training for M and E capacity building.
She/he will support programs across the organization, with a focus on supporting
the work of Peace Corps Volunteers and the overall objectives for PC Uganda strategic priorities and the requirements of USG funded partnerships.
Key Responsibilities:
 § Design and operationalize monitoring and evaluation plans for projects undertaken by Peace Corps Uganda and PCVs
§ Contribute to the agency’s overall aim to create a toolkit and supportive, data-driven case studies
§ Train and advise staff in the use and implementation of M&E tools and processes, including indicators, data collection, methodologies, measurement tools and analysis, and reporting protocols

§ Oversee responsible and effective data collection activities
 § Develop strategic and safe data storage solutions for program teams
 § Oversee staff conducting in-depth assessments for reporting on program and training activities
 § Provide analytical, data-driven contributions to toolkit and case studies
§ Ensure adherence to USG funders’ M&E requirements and regulations
 § Other related duties as assigned.
Qualifications and Experience:
• Education: Master’s degree in Evaluation, Program Management, Social Sciences or related field,
• Experience:Minimum 4-6 years of experience in designing, overseeing and implementing impact evaluations or combination of education, training and experience
• Strong ability to communicate effectively in English, both verbally and in writing
• Proficiency with SPSS, SAS, or similar; MS Office Suite, and project management software
• Experience conducting impact evaluations for federal funding agencies such as USAID
• Experience with qualitative and quantitative M&E data collection and analysis methods, including tracking outcome indicators and conducting program evaluations
• Proposal development experience with design, monitoring and evaluation, including applied research, indicator development, and qualitative behavior measures
• Proven ability to apply strategic analytical skills and understanding of donor requirements and expectations (particularly the USG) to the design stage
• Practical field experience across a broad range of programmatic areas and contexts
• Strong ability to plan, organize, prioritize work, and multi task to meet tight deadlines
• Ability to consistently apply good judgment in problem solving and decision making
• Strong ability to apply interpersonal skills, and collaborate with others and successfully work as an effective team member
• Ability to maintain the highest degree of confidentiality regarding all aspects of work at all times
Position Elements:
ñ Supervision Received: Supervised by the Director, Programming and
Training (DPT). For new, difficult, or unusual tasks, supervisors give directions on objectives and suggested procedures. The MRE Specialist is expected to take the initiative to meet established deadlines, and document and communicate procedures to the DPT.
ñ Available Guidelines: 1) Peace Corps Manual, 2) Foreign Affairs Manual 3) instructions provided by the DPT.
ñ Exercise of Judgment: Broad exercise of judgment within the confines of job responsibilities.
ñ Authority to Make Commitments: The MRE Specialist is expected to
research, initiate, and suggest solutions within the confines of the
job responsibilities.
ñ Nature, Level and Purpose of
Contacts: Works closely with Program Managers, PEPFAR unit, Director, Programming and Training, Training Manager, Country Director and Peace Corps Trainees and Volunteers.
Communicates at all levels as required by the job responsibilities.
