position of Manager, Finance for an anticipated program in Uganda, focusing on
increasing professional expertise and research in higher education institutions
to help meet the challenge of adapting to climate variability and change in the
agricultural sector. This position will be based in Kampala, Uganda and is
contingent upon receipt of award and funder approval of key personnel.
The Manager, Finance will be responsible for managing
administrative, procurement, and financial processes that will support the
efficient and cost-effective achievement of the activity in full compliance
with USAID rules and regulations.
KEY RESPONSIBILITIES:

Manages, prepares, administers and directs
control of the budget.
·
Reviews and approves recommendations for
financial planning and control, providing relevant fiscal information to
management team.
·
Assists with development and management of
internal financial audits.
·
Manages day to day operations and systems
coordination related to the procurement of supplies and services in support of
program.
·
Manages procurement process and inventories.
·
Works with vendors to negotiate and obtain best
pricing and service for contracts.
·
Develops and implements logistics plans,
budgets, and procedures to maximize compliance with customer needs within
budget constraints.
·
Provides financial reporting and reconciliation
of inventories. Manages invoice purchasing and payments procedures.
·
Ensures purchase orders are paid as due and
accounts are maintained currently.
·
Develops formal reporting system to communicate
results of audit activities to management and regulatory compliance agencies.
·
Provides leadership and technical guidance for
compliance with Generally Accepted Accounting Procedures (GAAP). Knowledge of
Cost Accounting Standards (CAS) and Federal Acquisition Regulations (FAR) also
required.
·
Creates, reviews and/or analyzes monthly
financial reports regarding budgets- actual and forecast. Participates and
provides financial reporting for annual budget planning, audit reviews and
assessments. May manage activities of financial staff.
REQUIRED SKILLS &
EXPERIENCE:
·
Experience in comprehensive management of
business support and compliance functions in organizations funded via
government, contracts and grants, foundation, and commercial sources. Previous
experience working on US government programs preferred.

Broad conceptual judgment, initiative and
ability to deal with a wide range of finance issues. Strong English written and
oral communication skills.
·
Ability to travel within country or region and
internationally if needed.
MINIMUM REQUIREMENTS:
* Master’s degree in
Business Administration, Finance, or other relevant field (a Bachelor’s degree
in a relevant field and four years of experience could be substituted for
Master’s degree).
Minimum of eight (8)
years of experience in financial and administrative management of large
international projects.
*Or an equivalent combination of relevant education and/or
experience sufficient to successfully perform the key responsibilities of the
job.
