Description:
JSI has
received funding from the United States Agency for International Development
(USAID) to implement
the
Strengthening Partnerships, Results and Innovations in Nutrition Globally
(SPRING) Project to work in the
Southwest
of Uganda with a focus on strengthening the treatment and preventive nutrition
services in health
facilities,
and overseeing the implementation of specific tasks that strengthen food
fortification efforts nationally.
Job
Summary:
The
incumbent will support the development of effective procurement & logistics
systems for the Programme.
The post
holder will work in close collaboration with programme and project teams and
suppliers to successfully deliver operations services.
In addition, he/she will be expected to
contribute towards procurement strategy and policies, including procurement
planning and reporting.
This role
requires a high degree of initiative during response, the ability to make
decisions with limited information and tolerance of demanding environments.
The post
holder will not have budget responsibility, but will help to establish cost
saving systems in procurement and logistics.
Duties and
Responsibilities:
•
Participate in the development of logistics policies, strategy and framework
and ensure that these work in the programme context.
• Assist
in ensuring that local, national and international procurement practices comply
with donor regulations and SPRING policies.
• Assist
in developing logistics and procurement implementation plans in line with the
organizational strategy.
•
Establish systems and good practice for work to include procurement, transport,
storage, tracking and correct distribution of goods and services and other
logistics requirements.
Procurement
•
Compiling of the required information for any proposed purchase. These include
preparation and
dispatch
of requests for quotations/proposals, LPOs, contracts, and any other document
required by both SPRING and vendors;
• To
participate in proposal/bid/quote analysis processes. The analysis should aim
at ensuring fairness, open competition and value for money for the program;
• To
assist in soliciting quotations from different suppliers as identified by the
procurement committee;
• Prepare
and review the purchase orders (LPOs) and contracts, preparation of recurrent
purchase orders for contracting of services
•
Establish supplier data base that will promote rapid response. Prepare and
update vendors profiles
•
Implement internal control system to ensure that LPOs are adequately prepared
and dispatched and take timely corrective action on PO’s with errors
• Prepare
reports on procurements in the pipelines to the F&A, Technical and
Operations teams with fortnightly updates regarding the procured items as applied
to different directorates;
• To
ensure proper filling of all procurement documents in accordance with BIG
procurement guidelines;
• In
consultation with suppliers/vendors, he/she coordinates the delivery processes
to ensure that the distribution plan is adhered to; and
Stores and
Inventory:
• Ensure
sound asset and inventory control system is implemented and maintained in
accordance with JSI and SPRING Asset Management Policy
• Ensure
an up-to-date inventory and supply filing system is in place and all items are
correctly and timely recorded.
• Insure
adequate stock of supplies at all times and ensure proper procedures are
followed when issuing supplies. This includes preparing receipts and inspection
reports for incoming equipments and supplies, maintaining an up-to-date
inventory record for different sources of funding etc.
• Keep
track of equipment movement and maintain receiving and issuance vouchers.
• In
coordination with IT Officer conduct frequent checks on equipments utilized in
the field by programme staff
Position
Qualifications:
•
University degree in Procurement and Logistics, BBA, or equivalent
• Any
relevant training will be an added advantage
Experience,
knowledge and skills:
• At
least 5 years of professional experience in procurement and logistics
management with reputable organisation
•
Knowledge of national regulations guiding procurement processes
•
Familiarity with USAID regulations and procedures
•
Knowledge of International and local tax laws.
•
Practical experience with any computerised accounting package.
• Strong
oral and written communication and interpersonal skills.
• Good
Computer skills in MS Excel, MS Word, MS Access and PowerPoint.
• Ability
to work independently with minimum supervision in tight deadline driven
environment.
• Ability
to negotiate with vendors in a transparent manner
• Ability
to work on own initiative, proactive attitude and a team player
• Sound
knowledge of and exposure to Asset management, Inventory Control and Supply
chain issues.
• Good
team player and strong interpersonal and communication skills.
•
Commitment to excellence and high quality results.
•
Willingness to keep abreast of new developments.
