Zombo District Local Government


Applications are hereby invited from suitably qualified Ugandans to fill the under mentioned vacancies with Zombo District Local Government and the urban councils.

Applicants should indicate the authority where they want to work and should address /forward their application to the Secretary District Service commission- Zombo to reach him not later than 24th April 2013.

The application forms are obtainable from the Public service commission office, situated on 2nd Floor, Farmers house, Kampala, the Ministry of Local Government headquarters and District Service Commission Offices.

Applications should bear the title and reference number for the post

Applicants should attach three sets of photocopies of their certificates and Testimonials and three recent certified passport size photographs

Those already in Government service should route their application through Heads of Department who should be informed of the closing date to avoid unnecessary delays.

Serving officers may submit an advance copy of the application directly to the secretary District Service commission Zombo to enable the Commission carry out the short listing. Those who had earlier on applied, need not to reapply.

DEPARTMENT: ADMINISTRATION

(1) Job Title: Assistant Chief Administrative Officer:

Reports to: Chief administrative officer

Main purpose: To assist the chief administrative officer in coordinating and monitoring all development projects, programmes and administrative matters in the county.

Duties and responsibilities:

    • Enforcing accountability for financial and other public resources in the county.
    • Assessing the service delivery performance levels in the county
    • Enforcing compliance to Government policies by NGOs in the county
    • Monitoring county adherence to national and District policies programmes and legal obligations.
    • Preparing periodic re[ports regarding activities in the county and submitting them to relevant authorities, and
    • Providing technical support on implementation of Government policies in the county

    • An Honors Bachelors Degree in social sciences, Development studies, social works and social administration or arts or Business administration/Business studies(management option),or Bachelor of management sciences from a recognized University.

(6) Job Title: Chief finance officer:

Main purpose: To provide guidance and Technical support, on proper management and accountability of financial resources of the District and in accordance with the financial laws

Duty and Responsibility:

    • Supervising the collection of Revenues
    • Preparing Books of accounts and accounting records
    • Managing, controlling and accounting for financial resources of the District
    • Preparing and coordinating budgets and work plans for the District Local Government through the Budget Desk
    • Reconciling Bank statements’ to iron out discrepancies with cash books
    • Preparing financial statements and reports
    • Answering audit queries and mandatory inquiries whenever necessary

Main purpose: To develop comprehensive and integrated District Plans, monitor and evaluate their implementation

Duty and Responsibility:

Duty and Responsibility:

    • Monitoring and evaluating the effective implementation of National and Local Laws and Policies on Gender, labor and social development

Main purpose: To coordinate, mange the sustainable exploitation and conservation of natural resources in the District

Duty and Responsibility:

    • Enforcing the implementation of national policies , rules, regulations and council byelaws on sustainable exploitation of natural resources
    • Managing the provision of extension services on natural resources
    • Appraising work plans and technical proposals in regard to environment impact assessment

Main Purpose: To provide routine financial management and accounting services in the Urban Council.

Duty and Responsibility:

    • Maintaining control of main and subsidiary accounts;
    • Supervising and controlling revenue collection and expenditure;
    • Verifying financial documents and payments to avoid forgeries and fraud;
    • Preparing periodic financially statements and reconciliation;
    • Preparing expenditure estimates for the Council;
    • Providing technical support to the Council on financial matters; and
    • Guiding and supervising Accounts staff.

Person Specifications:

    • EITHER : An Honors Bachelors Degree in either Commerce ( Accounting option) or Business Administration (Accounting option) or Business Studies (Accounting option) or Finance and Accounting and plus a Post graduate Diploma in Financial Management or Business Administration from a recognized Institution;

    • OR Full professional qualification in Accountancy such as ACCA, CPA, ACIS and CPE obtained from a recognized awarding Institution/body accredited by ICPAU; Plus a minimum of a Post Graduate Diploma in Financial Management or Business Administration from a recognized Institution;

    • At least 3 years of relevant working experience as Treasurer/ Accountant or Finance Officer in Public or a reputable organization.

Main Purpose:

To assess and collect taxes from tax payers.

Duty and Responsibility:

    • Assessing Tax payers in the Urban Council;
    • Collecting Taxes within the Urban Council; and
    • Establishing and enumerating Taxable property in the Urban Council.

Person Specifications:

    • A Minimum of a Diploma with a bias either in Accounting or, Financial Management or, Business Studies/Administration with Accounting and/or Financial Management as a subject obtained from a recognized awarding Institution.
