Finance Officer/(FO)
Reports to: The Country Program Manager
Contract duration: Two years for the initial contract
Overall Job objective: To ensure accountability for funds
extended to local partners
ICCO Cooperation seeks motivated colleagues who support our

ICCO is a global cooperation. ICCO was established in 1964
and became a cooperation in 2012. The founding members of the cooperation are
Edukans, the Protestant Church of The Netherlands (Kerk in Actie) and the
association co-Prisma.
Within a coherent programmatic framework, ICCO Cooperation
offers worldwide financial support, lobby and brokerage services to local
non-governmental organizations, the private sector, churches, and networks that
work on sustainable economic development, democracy and peace, access to basic
services, food security and climate mitigation.
The cooperative currently operates in 44 countries with
around 300 staff that work directly for the cooperation. The cooperation has a
budget of approximately € 100 million for the year 2013.
The Central and Eastern Africa (CEA) Regional Office
currently has programs in eight countries including Uganda, Kenya, Ethiopia,
Sudan, South Sudan, DR Congo, Burundi and Rwanda.
The Regional Office is housed by the sub-office in Kampala,
Uganda. The other sub-offices in the CEA region include Bukavu – DR Congo, Juba
– South Sudan and Addis Ababa – Ethiopia.
The Finance Officer for the Central and Eastern Africa
Region will be supporting programs in Uganda, Kenya and Ethiopia and will be
based in Kampala, Uganda.
Tasks and Responsibilities
• Financial analysis and assessment of partner organisations
and program and project proposals
• Financial monitoring and evaluation of partner
organisations, programmes and projects
• Preparations of payments in the contracts between ICCO/KiA
and local organisations
• Preparation of purchase orders in the project
administration
• Monitoring of
realisation of payment orders
• Identification of and advising on the financial capacity
of partner organisations.
• Supporting facilitation of capacity building and necessary
expert knowledge in financial administration and control.
Skills and Qualifications
• 2-3 years of relevant work experience
• Financial and administrative knowledge.
• Knowledge on financial management of development
organizations, producers organizations and business initiatives in the regional
context
• Experience working with databases
• Communicative skills both in writing as verbally
• Excellent language skills in English and a regional
language.
• Basic knowledge of development issues en-cooperation.
• Good knowledge of financial aspects on fi nuancing
