EXECUTIVE DIRECTOR

The National Council for Higher Education (NCHE) was established under “The Universities and Other Tertiary Institutions Act, 2001″ for regulating and guiding the establishment and management of institutions of higher learning, regulating the quality of higher education, equating of qualifications and for advising government on higher education issues. Basic Function of the Position: The Office of the Executive Director is the office of the Chief Executive of the NCHE Secretariat. This office is responsible for the management and administration of the National Council for Higher Education Secretariat. The office is also responsible for the control and accountability of funds and property of the Council, management of staff and business of the NCHE Secretariat.

Key Responsibilities:

  •     Reports to Council;
  •     Is the Chief Executive and Accounting Officer of the NCHE;
  •     Responsible for the management of funds, property and business of the NCHE
  •     Responsible for the administration and control of the staff of the NCHE;
  •     Responsible for the custody of the seal of the National Council;
  •     Is the Secretary to the National Council and keeps all minutes and records of the National Council.

Expected Outputs:
  •     Provision of strategic direction to NCHE;
  •     Resource mobilization for NCHE;
  •     NCHE funds effectively managed and controlled;
  •     Image of NCHE protected;
  •     Uganda Higher Education sub sector promoted at the national and international levels.

Requirement:

  •     Should hold a PhD from a recognized university;
  •     Must have been head or deputy head of a higher education institution preferably a Vice Chancellor, Rector, Deputy Vice Chancellor, Vice Rector or Principal for at least four years;
  •     Must have taught in a university for at least 10 years;
  •     Must have published a minimum of five (5) peer - reviewed journal articles or one academically accepted textbook;
  •     Must have thorough knowledge of Higher Education Systems;
  •     Must be ICT literate;
  •     Must have demonstrated proven management abilities;
  •     Must have good communication and interpersonal skills.
  •     Having been a Dean is an added advantage; Salary:
  •     National Council for Higher Education will offer an attractive package to the successful candidate.
