is one of the poorest countries in Africa. Per capita income is less
than US$350. Life expectancy at birth is around 52 years and population
growth at 3.6% remains one of the highest in the world. Its weak economy
and poor social indicators are the legacy of 15 years of political
turmoil and economic decline between 1972 and 1986. While the last
decade has been marked by relative peace, Uganda still has a long way to
go in order to provide an acceptable standard of living for its people.
Handicap International has now a few different project in Uganda: A
Victim Assistance and Mine Risk Education project in Kasese district
till end of July 2013. A project named OPEN (Opportunity for all in
Employment) based in Kampala till end of March 2013. A UN Women project
proposed by HI is in the continuation of the Victim Assistance project.
This is an opportunity seized for discovering a new focus on women. The
North Uganda team has developed a good expertise in Social Work and
Livelihood. This is a very dynamic team with a very good team spirit.
JOB DESCRIPTION: You will be under the direct management of the Director
of Program, with the main objective being to identify new opportunity
for developing the base. To address this objective you will directly
manage a team of 3 (1 Victim Assistance Project Manager, 1 Assistant in
Administration, 1 Assistant in Logistics) You will as well follow and
facilitate program implementation in Northern districts in regards with
the our defined strategy in Uganda and in close co-operation with local
and international actors. You will be a key interlocutor to maintain and
develop HI relationship with all its local partners and official
representatives, and the budget holder of all activities implemented in
your Region. To summarise your responsibilities will be to: Supervise
Administration, HR, Finance and Logistics (35% of your time) Supervise
our Programme implementation and development (30% of your time) Ensure
External Communication and public relations (15% of your time) Ensure
Team management (15% of your time) Guarantee Security Coordination
(Role) CANDIDATE PROFILE: In order to be selected on this role you will
have: Professional experience in the related field of program management
/ Base Coordination 2 years experience minimum as administrator or
Admin log position in an international recognized Humanitarian INGOs,
Experience in NGO necessary REQUIRED LANGUAGE SKILLS: English mandatory
(oral and written), French a plus. JOB ENVIRONMENT: The security
situation in Gulu is good but could be volatile. Gulu is the important
town of North Uganda. Travel by road from Kampala to Gulu takes
approximately 4 hours and a half. Living conditions are good enough,
with access to all essential basic foods and goods; 40% of the time
electricity and running water. EMPLOYMENT CONDITIONS: (depending on your
experience) This position is unaccompanied Salary: 2000 to 2300 € gross
salary/month + 457 Euros net/month expatriation allowance + 50% of the
medical cover taken in charge by HI + repatriation insurance Or
Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on
the field + accommodation + 100% of the medical cover taken in charge
