DOKOLO DISTRICT LOCAL GOVERNMENT JOB OPPORTUNITIES.

Applications are invited from suitable Ugandans to fill vacant posts
in Dokolo district local government.
Applicants should forward their applications in triplicate on PSC
form3(Revised 2008) to the Secretary District service commission
Dokolo District P.O.Box 540,Dokolo.
The closing date is 14th January 2013. The application forms are
obtainable from any district service commission offices and public
service offices, Kampala.....


Hand written applications will also be accepted. The applications
should bear the title of the post applied for and the reference.
The applicants should attach 3 sets of photocopies of their
certificates and testimonials and three recently certified passport
size photographs. Those already in service should route their
applications through their heads of Departments who should be informed
of the closing dates to avoid unnecessary delays.

ADMINISTRATION DEPARTMENT:

Job Title: Senior Procurement officer:
REF: DSC/DOK/156/2012 (1vacancy)
Salary scale: U3L
Age; 25 -45 years.
Report to: Principal Procurement officer.

Person specifications
(i) Qualifications
An honors bachelor’s degree in procurement/ purchasing and supplies or
business Administration (with a bias in procurement and supplies) Plus
a post graduate Diploma in public procurement management from
recognized Institution.
Or full Professional qualification in supply chain management (CIPS)
plus post Graduate diploma in public procurement from a recognized
awarding institution

(ii) Experience
Should have at least three years 0f relevant working experience as a
procurement officer a public or a reputable organization.

DUTIES
a)    Procuring goods and services in a timely and cost effective manner.
b)    Enforcing adhering to the procurement regulations( Government or Donor)
c)    Preparing bidding documents and contracts.
d)    Developing appropriate system, procedures and guidelines for
procurement secretariat and contracts committees.
e)    Evaluating bids for high value and specialized procurements and disposals.
f)    Preparing, administering and issuing approved contracts.
g)    Liaising with the suppliers and other stake holders to ensure
timely delivery of goods and services done.



Job Title: Personnel officer:

Salary scale: U4L
Age; 21-45 years
Reports to: Senior personnel officer

Qualifications:

An honors bachelors degree in social works and social
administration(SWSA) or human resources management or social sciences
with personnel human resource management as an potion. Or management
science or business administration (management)  or Arts with
personal/human resource management as an option from a recognized
University.

Experience

No work experience in the HRM field is required, but may count as an
added advantage..


DUTIES:

a)    carrying out staff welfare management for local governments.
b)    Planning and organizing the manpower resource through recruitment,
deployment,training,utilization and discharge as prescheduled:
c)    Monitoring staff performance through staff appraisals exercises to
ensure quality service delivery.
d)    Providing technical advise to the council and technical department
on matters related to human resource management issues.
e)    Preparing human resource management work plans, budgets and
performance reports as instructed by the supervisor.
f)    Interpreting the human resource polies,rules,regulations and procedures.
g)    Providing assistance in the management of the payroll of the local
governments.
h)    Compilling,reviewing and keeping custody of the staff lists and

Job title: Parish Chief.

Person Specifications:

Qualifications;
•    ‘A’ Level Certificate from a recognized Institution.
•    Certificate in Public Administration and management.
•    Post basic training not lasting less than two years in areas of
education, environment and public Administration will be an advantage.


DUTIES:

a)    Preparing and compiling reports on parish operation for the
attention of parish Chief.
b)    Collecting and accounting for the local revenue in the parish.
c)    Preparing work plan and budget for the parish.
d)    Enforcing the implementation of national and local government
policies, programmes and council bye-laws in the parish.
e)    Under taking the mobilization of the local community for government
development programmes and projects.
f)    Proving technical support to the council on any matters relating to
lower local government governance.
g)    Under taking duties on secretariat to the parish council.

FINANCE DEPARTMENT

Job title: Senior finance officer:

Age: 25-45 years.

DUTIES:

a)    Preparing and consolidating budget and work plans.
b)    Preparing guidelines and plans for revenue collections.
c)    Planning and monitoring revenue collection in the District.
d)    Preparing supplementary estimates.
e)    Enforcing inherence procedures for procurement of goods and
services for the district.
f)    Preparing and reconciling periodical financial statements and reports.
g)    Providing technical support to the district on alternative
resources on funds:
h)    Introducing and maintaining integrated financial management systems.


PERSON SPECIFICATION:

Qualifications:

EITHER: An honors bachelors degree in either Commerce (Accounting
option) or Business Administration (Account option) or finance and
accounting and plus a post graduate Diploma in financial management or
Business Administration from a recognized institution.
OR; Full Professional Qualification in Accountancy such as ACCA, CPA,
ACIC and CPE obtained from a recognized awarding institution/body
accredited by ICPAU.
Plus a minimum of post graduate Diploma in financial management or
business administration from a recognizes institution;

Experience:

At least three (3) years experience as finance officer in a public or
reputable organization.

DUTIES:

a)    Providing custody for the accounting records and documents:
b)    Processing differed tax payments and returns and keeping records thereof:
c)    Posting financial Transactions, cashbooks and subsidiary ledgers to
general ledger and updating books of accounts;
d)    Preparing pay change report forms and reconciling payroll
transaction reports.
e)    Entering the transaction into the commitment control register.
f)    Providing custody on cash and imprested  and effecting payments:
g)    Preparing draft monthly reconciliation reports.

Qualifications:

A minimum of Diploma in Accounting, financial management or business
studies/ administration with Accounting and/ or Financial management
as a subject obtained from a recognized awarding Institution
Or: Apre- professional Qualification (ATC or CAT) awards from

accountants of Uganda.(ICPAU)

Experience:

Age: 28 years and above.

PERSON SPECIFICATIONS;

1.    AN Honors Bachelors degree in social sciences, development studies,
social work and administration or law or commerce (management option)
or Business administration (management option.) or management science
or urban planning and management from a recognized University/
institution.
2.    certificate in administrative law from a recognized institution
3.    a post graduate Diploma in Public administration and management of
urban planning and management or development  studies or finance and
accounting from a recognized university or institution.


Experience

At least six (6) years of experience 3  of which should have been  at
the level of senior township officer or senior assistant town Clerk in
government or equivalent level of experience from a reputable
organization.

a)    Managing and coordinating the implementation of national policies,

Council.
