Job Purpose, Duties and Responsibilities :
Under the overall supervision of the FAO Representative in Uganda and in close collaboration with other technical staff of FAO Uganda, at Regional office and at FAO Headquarters, the Program Officer-Monitoring and Evaluation, will oversee the M&E function of the country office with a project portfolio covering several thematic areas.
To achieve this, the Program Officer-Monitoring and Evaluation, will be required to perform the following duties:
• Design, update, manage and map database(s) for all food security and emergency/rehabilitation agriculture activities carried out by different actors in Uganda as part of the Agriculture Sector Working group coordination mechanism;
• Develop, modify and/or adapt frameworks for monitoring and results assessment of FRUGA projects in Uganda through baseline surveys, annual reviews, participatory impact assessments, process monitoring, operations monitoring and lessons-learned reporting;
• Provide technical input in preparation of project profiles and proposals for submission to donors for possible funding
• Liaise, collaborate and follow up with FRUGA personnel, implementing partners, field-based organizations (CBOs and local associations) and primary stakeholders to review existing approaches, support resources, and information systems and agree on, and implement, any required changes, support, training and refresher training;
• Organize and participate in various needs assessment missions from the planning, procedural, data collection and analysis sides and be the focal point from FAO in close collaboration with technical officer in the field for these assessments in terms of data collection, management and analysis;
• Interface with Dynamic Atlas based in FAO-REOA in the collection of data and preparation of maps relevant to Uganda, including the propagation and trouble-shooting of Digital Pen Technology in Uganda. This includes liaison with experts in FAO-REOA and relevant institutions in Uganda;
• Support various FAO initiatives, personnel, projects and Partners including District Local Governments on GIS capacity-building and development of information, communication and analytical cartographic products;
• Liaise and interface with various UN, NGO and Government information management units in harmonization of data standards, sharing and establishing a common spatial data platform;
• Assist in various operational tasks of FRUGA as requested; and
• Support all projects' M&E needs as may be requested from time to time.
• In consultation with the other members of the program Unit, the Admin/Finance, Operations and Procurement units in Kampala, mobilize the resources required to implement this M&E work plan, including organizing consultative meetings/workshops, generating travel and procurement requests, identifying and assembling enumeration teams, and administratively facilitating and technically supervising any fieldwork involved.
• Supervise the M&E Assistants.
• Perform any other relevant task requested by FAO Representative, the Assistant FAORs, and or National Program Manager.
Academic Qualifications:
 University degree in Agriculture (with Economics specialization), Economics, Statistics or Social Sciences. Advanced qualification (Masters or Post Graduate Diploma in Project Planning and Management or M&E).
Technical Competencies and Experience Requirements:
 - Demonstrated knowledge on the technical aspects of developing and/or conducting M&E in agricultural, food security, land or natural resources management fields.
- At least five years of professional experience in M&E for a large private or public organization, preferably with land, natural resource, food security and/or agriculture focused program.
 - Good communication and report
-writing skills
 - Demonstrated competence to lead an M&E department for a large organization
 - Working experience with FAO and other UN agencies is of great advantage
- Knowledge of GIS and other computer software program used in M&E will be of an added advantage.
