Job Title:Programme Manager - Education

Direct reports:  Programme Coordinators, Officers  
Date in place  : ASAP       
Location, Group & Function:(preferred) Karamoja Field Office, Moroto, VSO Uganda, Programmes
Role Purpose:   To manage the strategic development, implementation and successful delivery of the Education Programme in order to optimise VSO’s contribution towards improving learning outcomes of most marginalised and vulnerable children in Uganda.


Responsibilities
Programme Development:
·         Lead the development of the VSO Uganda inclusive education programme by incorporating VSO’s People First Principles, and Core Approaches.
·         Analyse, understand and utilise knowledge of the education development context, learners’ priorities, key stakeholders’ duties and strategic partners to achieve an inclusive education strategy.
·         Develop a strategic network of stakeholders including government, donors, other NGOs, research and training institutions significant for VSO’s inclusive education programme.
·         Identify and lead strategic research in inclusive education to bridge knowledge gap and enrich signature programme development.
·         Ensure that the Inclusive Education programme has the right funding strategy and sources of funding.
Programme Delivery:
·         Lead implementation of the education programme in a participatory, inclusive and gender sensitive manner. 
·         Ensure that the education programme has the right people at the right place delivering high quality education projects.
·         Manage relationship, capacity development and delivery of project results by implementing partners.
·         Lead the design and delivery of appropriate M&E plans to measure, document and disseminate progress, good practices and impact in inclusive education programme.
Budget management:
·         Set up and lead right management structures and processes for budget development and monitoring for accurate budget planning, phasing and spending in line with donor guidelines and contracts.
·         Ensure that inclusive education programmes demonstrate good value for money in terms of cost drivers for quality programme delivery. 
·         Ensure narrative and financial reporting within agreed deadlines, adhering to VSO financial system, and meeting donor guidelines. 
People Management:
·         Work closely with programme colleagues including volunteers and staff to build a shared understanding of VSO Uganda’s inclusive education programme, People First principles and core approaches. 
·         Manage performance of education colleagues through regular reviews, mentoring, coaching and building a learning & development culture.
·         Engage volunteers in planning and review processes, supporting them to identify linkages between their work and delivery of VSO’s goals.
·         Representation, influencing and advocacy
·         Manage Karamoja Field Office and represent VSO and develop effective working relationships with district, regional and national government bodies, donors and partners as appropriate.
·         Engage with wider VSO community of practice in inclusive education and contribute to its strategic direction.
Key Performance Indicators
·         A holistic, innovative Education programme, in line with VSO Uganda country and global strategy, targeting the most marginalised, is developed and successfully delivered.

·         Programme development and delivery is informed by consultation with partners, volunteers, stakeholders and primary actors.
·         Project plans, reports and other documents are up-to-date. New concept notes and proposals developed and submitted to donors.
·         Each Education project has a realistic budget that is in line with donor requirements; a log frame and the tools in place to report on progress against targets.
·         Evidence of lessons learnt from monitoring and evaluations and progress and review meetings are used to adapt ongoing programmes and inform future programmes.
·         Programmes and partnerships are monitored and evaluated regularly in line with VSO good practice guidance.
·         Dynamic, transparent and effective networks exists between key stakeholders.
·         Volunteers are supported in their placements, empowered to work effectively with local partners and actively engaged with programme development. 
·         Team members are performing well as individuals and working effectively together to meet programme area objectives and support volunteer needs.

Skills Required
Essential:
·         A relevant degree, such as  Education, Social work studies, Development studies with experience and knowledge of Uganda Education System
·         Minimum of 5 years’ experience in managing and delivering complex Education development programmes and teams.
·         Proven experience of securing external funding and grants, including proposal development.
·         Experienced in financial management, including building a budget, monitoring and managing expenditure.
·         Excellent understanding and experience of project cycle management, organisational assessment, planning and M&E tools and processes.
·         Effective verbal and written communication skills and experience of compiling donor reports.
·         Leadership and people management skills, experience of developing, coaching and managing high performing teams.
Desirable:
Practical experience gained within a volunteering/NGO context and working within an international team.
Ability to travel up to 30% of the time.
