SUMMARY OF ROLE
The Director, Finance will offer fiscal
leadership for the project, ensuring the project can effectively use USAID
resources to meet project goals. S/he will be responsible for the financial
systems of IntraHealth, including the following functions: compliance oversight
function, auditing function, accounting and financial reporting function,
budgeting and budget management, and supervisory and liaison function.
Responsibilities Include:
Compliance Oversight Function:
·
Ensure that all activities are
implemented as per the approved workplan and budget.
·
Contribute towards ensuring that
Operational and Finance Manuals are up to date with the legislative
requirements
·
Developing and enforcing
effective policies to guide processes and project implementation in line with
USAID rules and regulations, organizational policies, local laws and good
business practice.

Participate in strategic planning
for the organization
·
Inform leadership of emerging
donor, regulatory and statutory requirement with as would affect the operations
of the organization as a whole
·
Safeguard the organization from
deliberate loss, fraud or misappropriation through enhanced compliance checks
at all levels of project implementation
·
Ensure that the regulatory
requirements of all statutory bodies are met in a timely manner
Auditing function:
Serve as the liaison with external
auditors, facilitate internal and external audits
Prepare responses to audit findings and
follow-up on the implementation of audit recommendations
Accounting and Financial Reporting functions:
·
Oversee keeping of proper books
of accounts for the project
·
Approve all Activity and Travel
advances, Payment vouchers, Journal & Receipt Vouchers- Confirm accuracy,
proper coding, completeness, budget availability, adequacy of supporting
documents and adherence to IH and donor policies
·
Document and maintain complete
and accurate supporting information for all financial transactions including
safe custody of accountable documents.

Coordinate changes and
improvements in automated financial and management information systems
·
Maintain custody of all audit
reports
·
Employ prudent treasury
management to avoid exposure to exchange losses
·
Recommend and implement risk
mitigating factors around cash handling
·
Ensure donor reports are
submitted in a timely manner and that these are accurate, complete and reliable
·
Reviews monthly financial reports
to ensure they are accurate and complete before submission to HQ by the due
dates
·
Compilation of other regular and
ad hoc financial reports that may be requested by the donor or for internal
purposes
Budgeting and Budget Management
·
Lead the annual work-planning and
budgeting process
·
Ensure that project budgets are
complete, accurate and a sound representation of the project financial needs
·
Contribute toward the timely
submission of budgets to the donor or other internal parties
·
Serve as the Custodian of
approved annual budgets
·
Maintain an updated project
office operational budget
·
Ensure timely and accurate
recording of project budgets in IHBIRD
·
Present useful, reliable and
timely budget versus actual reports for internal management purposes each month
·
Liaison as necessary with the HQ
Finance Business department as necessary to ensure harmony between the records
at the Country office and HQ level
·
Monitor revenue budgets for
material variances on a monthly basis.
Supervisory and Liaison Function
·
Ensure that all supervisees have
updated Job profiles and that these have been clearly communicated and well
understood
·
Ensure that the distribution of
roles within the department is commensurate with the competency levels
·
Conduct formal and informal,
ongoing appraisal of supervisees performance identifying areas for enhancement,
improvement or other appropriate action
·
Provide mentorship and targeted
capacity building to the finance and program team in topical finance areas
through information-sharing sessions, trainings and brown-bags.
·
Effectively manage relationships
with the organizations’ bankers, auditors and professional advisors as
applicable; advising on any necessary changes in a timely manner.
EDUCATION/EXPERIENCE
REQUIREMENTS
Education & Experience
Required Skills:
·
Master’s Degree or higher in
Business Administration, Finance, Accounting or other relevant field.
·
Professional qualification in CPA
or ACCA.
·
Minimum eight years’ experience
in large-scale, complex, international projects including experience in the fiscal
management of United States Government (USG) projects with a strong preference
for USAID contracts and cooperative agreements.
·
Proficiency in QuickBooks,
Microsoft Excel and Microsoft Word.
·
Proficiency using online
financial systems and databases.
·
Thorough knowledge and
understanding of professional accounting principles, theories, practices and
terminology as well as principles and accepted procedures associated with USAID
regulations is highly desirable.
·
A high level of analytical skill
and sound judgement is required as this position requires a high level of
independent judgement with regard to IntraHealth financial management, and
regulations. Familiarity with compliance regulations and the Federal
Acquisition Regulations is required.
·
Extensive knowledge of US and
Ugandan Government laws and regulations.
·
Demonstrated ability to set up
and maintain accounting and financial management systems and ability to build
and review budgets.
·
Strong oral and written communications
skills in English, and ability to negotiate with partners and USAID.
·
Demonstrated ability to work
effectively in team-based environment, supervise a professional team and
ability to interact with a variety of technical, program and other specialists.
·
