functions. Our client is looking for A Fleet and Facilities Manager between the
age of 25 and above to work in their South Sudan - Juba Office.
Mission/ Core purpose of the Job:
To develop, maintain and continuously improve company's fleet operations
(motor vehicles, motorcycles, and other approved transport forms) and
facilities both leased and owned.

Main Tasks:
Role Complexity:
·
Follow up with Finance and other
departments to ensure insurance documents (policy registration, claims etc),
security and other necessary documentation for all company vehicles are
processed.
·
Develop and implement a risk
management system for company fleet management
·
Manage Company fuel program
(strategic fuel reserves and dumps around the country) for crisis periods
·
Advise management on alternative
fuel use systems to ensure efficiency and control.
·
Manage company facilities to ensure
proper maintenance and usage by both internal and external users
·
Manage third party services
providers e.g. cleaning, maintenance, sewage etc.
·
Liaise with authorities having
jurisdiction over company facilities e.g. Local levies, refuse removal &
rate as applicable.
·
Implement proactive measures to
prepare for changes in Company policy, government regulations and other factors
that will affect company’s fleet operations in South Sudan
·
Initiate and contribute actively
to the strategic planning for all company fleet operations to meet the
Company’s emerging and future transportation needs.
Task Complexity:
·
Develop fleet administration
standards and vehicle operating policies; and recommend changes to Company’s
fleet policy in compliance with the necessary environmental and health
regulations.
·
Manage all aspects of the fleet
and facilities operation which includes budgets preparation/expenditure
monitoring, supervising staff, drafting program guidelines, policies and related
documentation for the department’s annual operations.
·
Design and initiate fleet and
facilities maintenance programs and report on fleet efficiency as well as
review quotation from suppliers and vendors and advise Company management on
the best option in terms of cost and brand quality.
·
Perform and oversee activities
related to acquisition, utilization, repair, preventative maintenance and
replacement of company’s fleet and facilities to satisfy the company’s growing
transportation needs and policy initiatives.
·
Establish proper coordination of
regional fleet and facilities operations for efficiency and control purposes;
and liaise with third party vendors (service motor vehicle driver providers and
facility maintenance companies etc) to negotiate cost effective rates.
·
Establish and administer a
vehicle replacement program, and coordinate procurement of fleet support items
(vehicle spares and accessories) in accordance to Company’s procurement
procedures and specification.
·
Research fleet efficiency,
suggest effective and cost saving approaches to fleet management; and monitor
the depreciation and amortization process for all vehicles in the company fleet
and oversee the sale of fully or partially depreciated vehicles.
·
Manage pool and tool of trade
vehicles at various locations and coordinate their assignment to all users.
·
Manage company fuel program
(including strategic fuel reserves and dumps around the country) and advise
management on alternative fuel use systems to ensure efficiency and control.
·
Review the performance of
individual team members and complete appraisals in accordance with the employee
performance appraisal procedures and time schedules.
·
Identify training requirements of
team members, develop program to address knowledge gaps and to enrich knowledge
repository within the department.
·
Ensure proper upkeep of
facilities and compliance with regulations including health and safety.
·
Manage vendors providing cleaning
and maintenance to facilities.
·
Conduct periodic need analysis of
the company’s facilities requirements including regions.
Supervisory/Leadership /Managerial Complexity:

Oversee supervision of third
party staff.
·
Develop and manage unit budget.
·
Key member of Crisis Management
Committee.
·
Guide users and subordinates in
the implementation of fleet and facility maintenance program.

Develop and maintain an effective
vehicle tracking system.
·
Build and maintain relationships
with relevant local authorities, especially South Sudan Police, Federal Road
Safety Corps, Customs, Immigrations etc.

Keep abreast of advancement in
technology, maintenance techniques, and fleet management.
·
Research and make reliable
recommendations for fleet replacement and maintenance processes.
Vulnerabilities (control span):
·
Theft of company fleet and facilities assets and armed
robbery.

Occasional restriction of
movements of people by local authorities.
·
Erratic fuel supply.
·
Social disturbances (strike
actions, protests etc).
·
Occasional harassment by local
road traffic regulatory agencies.

Difficulty to get reliable
supplies or material

Weather conditions that make
maintenance a challenge.

Staff negligence and failure to
take responsibility for failure upkeep.
·
Unclear jurisdiction regarding
levies and taxes including licensing especially company stores amongst National
Government, State government, and Local authorities.
Independent thought and Judgment:
·
Assist in identifying facilities
and/or their locations.
·
Assign fleet resource to staff
and functional areas in company.
·
Recommend the brand and make of
vehicles to be purchased in line with company policies.
·
Determine the support staff to be
recruited.
·
Determine the Regional set up for
Transport operation.
Authorities:
·
Approve release of vehicles for
use, maintenance, and repairs.
·
Approve of out of station
allowance for drivers, dispatchers and patrol supervisor.
·
Approve receipt for fuel
purchases within the region.
Key Qualifications/Experience
Higher National Diploma or B.Sc
in any Social Science discipline.
Masters degree in Transport
Management will be an added advantage.
Experience:
5 years work experience, of which
2 years in Transport/Fleet Management in a reputable organization running a
large fleet.
2 years at a supervisory level.
Working relationship or ability
to establish relationship with all the different Police authorities, and
traffic regulatory bodies.
