Background on ACTED
ACTED is a French humanitarian NGO, founded in 1993, which supports
vulnerable populations, affected by humanitarian crises worldwide. ACTED
provides continued support to vulnerable communities by ensuring the
sustainability of post-crisis interventions and engaging long-term challenges
facing our target populations, in order to break the poverty cycle, foster
development and reduce vulnerability to disasters. Our interventions seek to
cover the multiple aspects of humanitarian and development crises through a multidisciplinary

Based on considerable experience addressing the needs and situations of
vulnerable communities, ACTED contributes to the international agenda towards
reaching the Millennium Development Goals, through a wide range of
partnerships, innovative initiatives, and campaigns.
Position profile
The role of the Program Manager Infrastructure is to:
• Facilitate program development, through conceptualization, design,
proposal and program initiation, with a particular focus on shelter
construction, sanitary facilities, other infrastructure, i.e. warehouses,
offices and/or community centers.
• Develop strategies and initiatives to enhance and improve beneficiary
selection processes.
• Design technical manuals on approved and appropriate construction
practice.
• Line manage all shelter staff including foreman (s), monitors, mobilizers
and ensure their facilitation and mentoring of program teams in the transition
from emergency approaches to the establishment of community development
approaches and partnerships.
• Ensure effective integration and mainstreaming of gender into all
programs.
• Act as a liaison with local and regional officials, UN and NGO agencies
in promotion of planning, coordination, and support for existing and developing
new programs.
• Generate regional reports for donors and HQ.
• Prepare and administer program budgets and evaluate financial program
effectiveness.
• Line manage program specialists, ensuring sound technical input into
program design and implementation.
• Ensure cross-program integration, learning, sharing and adoption of best
practices within programs.
• Facilitate the development of monitoring and evaluation tools for
program.
• Actively contribute and participate in the strategic direction of ACTED
through facilitation of timely needs assessments to inform strategic planning.
Qualifications
• Masters Degree in civil engineering, or related courses;
• Minimum 5 years of experience in project management in a international
relief or development setting;
• Minimum 5 year of experience in infrastructure and related fields;
• Arabic language preferred.
• Rapid deployment required.
Conditions
- Salary defined by the ACTED salary grid; educational level, expertise,
hardship, security, and performance are considered for pay bonus

housing allowance (depending on contract length and country of assignment)
