Brief Company Profile:
The Atomic Energy Council was established by the Atomic Energy Act, 2008 with the mandate to regulate the peaceful applications of ionizing radiation; to provide for protection and safety of individuals, society and the environment from the dangers resulting from ionising radiation; to provide for the production and use of radiation sources and the management of radioactive waste; to provide for compliance with international safety requirements for the use of ionising radiation, radiation protection and security of radioactive sources.
Procurement Officer (PO)
(i)Qualifications and Experience
A minimum of First Class or Second Class Upper Bachelor’s degree in Procurement and Supply Chain Management / Logistics Management or Business Administration, Economics, Finance or any Business related field with a post graduate Diploma in Procurement. A professional qualification in Procurement, CIPS or equivalent is a must. Possession of a professional qualification CPA, ACCA, CIA, CIMA CIPFA or equivalent or MBA in the related field is an added advantage. He/She must have an experience of not less than three years in the field.
Age: 30- 40 years
(ii) Job Purpose
Responsible for developing and maintaining procurement systems, policies and procedures and monitoring the implementation of the procurement cycle as per the Council guidelines and PPDA Act and Regulations particularly to ensure that adequate and quality goods, services and works are acquired competitively, transparently and economically.
(iii)Duties and Responsibilities
a) Manages stores functions including receipts, issues, storage, safety and delivery of
supplies.
b) Deals with clearance and forwarding formalities in liaison with the administration or user department.
c) Ensures full responsibilities for the entire procurement of supplies function
d) Coordinates and forecast stores requirements;
e) Ensure maintenance and amendment of stock level figures;
f) Co-ordinates and assist in stock-taking or verification.
g) Supervises and ensures early submission of periodical returns.
h) Ensures that stock replenishment is taken at the right time.
i) Maintains details of stores records and equipment;
j) Liaises with user departments on stores requirements;
k) Plans and execute an efficient procurement and supplies management system;
l) Prepares and recommend future requirements for storage, equipment, buildings, yards and layout;
m) Takes charge of purchasing and related activities including market research and supplies appraisal;
n) Assists in administering the stores section;
o) Ensures appropriate stores records of purchases and issues are maintained.
p) Prepares progress and final reports on the status of the procurement unit;
q) Advises management on purchasing matters;
r) Designs induction programmes to new employees at the unit;
s) Perform any other duties as may be assigned from time to time by the Secretary or
senior staff or any other authorized person.
(iv) Skills and competences

Principal Radiation Protection Officer (PRPO)

(i)Qualifications and Experience
A minimum qualification of MSc in Nuclear Science, Physics, Electronics and Communications Sciences, Electrical and Telecommunications Engineering, Nuclear engineering, Radiological Health, Medical Physics, Radiation Protection or Radiation Physics. He/she must have an experience of not less than five years in the nuclear environment or related field. A postgraduate training in management and possession of a qualification in Law will be an added advantage.
Age: 35 – 45 years
(ii)Job purpose
To oversee the administration and enforcement of the Atomic Energy Act and Regulations to ensure work programmes are conducted in accordance with the statutory requirements
(iii)Duties and Responsibilities
a) Preparation of regulatory inspection protocols;
b) Implement Quality Assurance/Quality Control programmes of radiation
devices/installations;
c) Classify practices and radiation sources based on associated radiation risks and the
degree of control required;
d) Sensitize licensees to establish and rehearse radiological emergency preparedness
plans;
e) Evaluate the occurrence of radiological emergencies and recommend interventional
measures to mitigate consequences and future occurrences;
f) Carryout safety analysis and identify causes of the radiological occurrences for legal action or preventive measures;
g) Establish and maintain registers and computer database for radiation sources, licenses and various practices, which shall be kept up to date;
h) Formulate and implement appropriate procedures for informing licensees and the
public about radiation safety aspects of the regulated practices;
i) Assist in the coordination preparation, amendment of regulations, code of practice,
radiation protection guides;
j) Assist in establishing reference and intervention levels pertaining to the protection of radiation workers;
k) Plan, organise and co-ordinate the implementation of radiation safety inspections;
l) Participate and collaborate with Radiation Protection Officers in performing research work;
m) Prepare work plans and train radiation protection staff
n) Monitor and assess performance of subordinates
o) Participate and contribute in the Council and departmental budgetary planning.
p) Develop programmes for the training of radiation workers in radiation safety;
q) Provide safety advice to emergency response providers during a radiation incident or accident.
r) Perform any other duties as may be assigned from time to time by the Secretary or
Senior staff or any other authorized person.

Internal Auditor (IA)

(i)Qualificationsand Experience
A minimum of First Class or Second Class Upper Bachelor’s degree in Finance, Accounting, Commerce or
Business Administration. Possession of a professional qualification CPA, ACCA, CIA,CIMA CIPFA or equivalent is a must.
 He/She must have an experience of not less than three years in the field.
Possession of MBA in the related field and membership to IIA Uganda is an added advantage.
Age: 30 – 40 years
(ii)Job Purpose
To Provide technical/professional support to Council and managementin ensuring assurance and compliance with relevant business and administrative policies and procedures as well as applicable statutory regulations by furnishing them with objective analyses, appraisals, recommendations, and pertinent comments concerning audit issues arising from the Council activities/processes reviewed.
To carry out independent and objective evaluation of the Council operations and processes for conformity with relevant statutory regulations.
To perform risk based internal audit assignments and contribute to the improvement of the Council’s risk management, control, reporting and governance processes.
(iii)Duties and Responsibilities
a) Audit invoices and local purchase orders;
b) Audit stock control records;
c) Check costing records for all projects;
d) Check the effectiveness of the budgetary control system;
e) Plan, organize and carry out Audit functions;
f) Examine the effectiveness of the financial regulations and accounting system;
g) Scrutinize computer Audit control systems;
h) Regularly review the effectiveness of financial accounting and control Audit systems;
i) Examine the effectiveness of the financial regulations and accounting system and financial controls;
j) Conduct internal Audit inspections and ensure adherence to the financial policies and procedures;
k) Advise on Audit reports and queries;
l) Advise on the soundness, adequacy and application of accounting and financial controls.
m) Develop, implement and monitor annual audit plans
n) Carryout risk based internal audits reviews
o) Develop and implement risk management frame work
p) Maintain close collaboration with fiduciary control agencies like OAG, IGG, MoFPED, etc
q) Conduct evaluation and business feasibility studies as directed
r) Carry out systems reviews and make appropriate recommendations for improvement;
s) Review management and final accounts and supporting schedules for truthfulness and fairness;
t) Provide technical and professional support to management in the development and
implementation of governance and accountability framework;
u) Performs any other duties assigned from time to time by the Secretary or senior staff or any authorised person.

Records Officer (RO)

(i)Qualifications and Experience
A minimum of First Class or Second Class Upper Bachelor’s degree in Records/Achieves management, Library and Information Science.
He/She must have an experience of not less than two years in the field.
Age: 25 - 35 years

(ii)Job purpose
Responsible for establishing records and information management systems and administering records management programmes.
(iii)Duties and Responsibilities
a) Receive record and distribute incoming and internally created mail of all kinds (such as letters, memoranda, documents, faxes, etc).
b) Open and index files, attach relevant papers and pass the files to action officers.
c) Know the location of all officially registered files in your care and be able to produce them quickly, by means of effective indexing, classification and tracking procedures.
d) Provide storage, repository and reference services for all officially registered files and other documentation.
e) Record and arrange for the efficient and timely dispatch of all correspondence produced by the officers.
f) Analyze the content of each record, determine the file it belongs to and file the record
in the appropriate location and enter the record into the database
g) Maintain control of files and records by ensuring they are circulated and distributed in accordance with access policies
h) Recommend and assist in the development of policies and procedures for records
management.
i) Participate in providing guidance and training to staff in the area of records
management and procedures.
j) Write proposals for funding for training and other archives and Records management initiatives.
k) Compile, gather and organize reports, documents and records.
l) Keep records in a safe and secure manner under lock and key.
m) Ensure access to records with permission to authorized personnel.
n) Maintain and update records, reports and documents in a database.
o) Write records management procedures for staff and monitor compliance with them.
p) Create paper and electronic folders, file and retrieve information in accordance with Council records management procedures.
q) Provide some clerical and secretarial support to the Atomic Energy Council staff to
support the effective running of the Council.
r) Maintain the Council filing system in an orderly, accessible and structured way.
s) Assist in minimizing Councils risks and participate as required in Councils Risk
Management Strategy.
t) Distribute files to scheduled officers;
u) File correspondence in appropriate files and cross referencing;
v) Maintain up-to-date register of files and file index books;
w) Weed out inactive files i.e. old closed volumes, files with torn covers etc;
x) Check files in the cabinet/rack periodically to ensure proper order and neatness;

Information Technology Officer(ITO)

(i) Qualifications and experience
A minimum of First Class or Second Class Upper Bachelor’s degree in Information Technology, Information systems, Computer Science, Software Engineering, and Computer Engineering, Any certification in Microsoft, CISCO, CCNA, CCDA or its equivalent or qualification in Information Security will be an added advantage.
 He/She must have an experience of not less than two years in the field.
Age: 25 – 35Years
(ii) Job Purpose
Responsible for the planning, coordination and delivery of Council IT Services and administer, maintain and operate the Networks to ensure maximum availability and uptime.

(iii)Duties and Responsibilities
a) Assist senior staff in troubleshooting network devices and Network security;
b) Oversees the operation of computer hardware and software systems, ensuring that
these machines are used efficiently;
c) Troubleshoots problems with computer systems, including troubleshooting hardware and software, e-mail, network and peripheral equipment problems; makes repairs and corrections where required ;
d) Assist in the installation and maintenance of Local area network (LAN} and Worldwide Area Network (WAN) and Configure TCP/IP logging;
e) Assist in maintenance and upgrade of Council website and the intranet
f) Carry out routine checks on the operations of the server, and network traffic.
g) Assist scientific staff in the proper use of Computers, data management and the
Internet;
h) Create data management system for all applications in the Council (Oracle, SQL and other scientific data management systems);
i) Create ICT based training modules and develop yearly schedule for training;
j) Conduct ICT based training;
k) Troubleshoot computer virus related problems;
l) Manage and update the Council website and intranet;
m) Manage all servers of the Council;
n) Install, maintain, troubleshoot and upgrade computer hardware, software, personal computer networks, peripheral equipment and electronic mail systems;
o) Install, assemble and configure computers, monitors, network infrastructure and
peripherals such as printers, scanners and related hardware; pulls cables and rewires or directs the rewiring of cables as required for new installations and office reconfiguration;
p) Assist staff in carrying out research work through data management and networking;
q) Assists in instructing all staff in the use of standard business and administrative
software, including word processing, spreadsheets and database management; provides instruction or written documentation where required.
r) Configure programmable devices;
s) Install, configure assemble and troubleshoot computer network infrastructure and
monitor the Council LAN’s and WAN’s;
t) Physical installation, assembly, configuration and maintenance of the computer server;
u) Define network security protocols;
v) Perform any other duties as may be assigned from time to time by the Secretary or
senior staff or any other authorized person.
