Brief Company Profile:
8 of Uganda’s International Development Partners (Austria, Denmark, EU,
Ireland, Netherlands, Norway, Sweden and the UK) have established the
Democratic Governance Facility (DGF) which provides harmonized and coordinated
support to state and non-state partners in Uganda within the following three
components:
1. Deepening Democracy Component,
2. Rights, Justice and Peace Component and
3. Voice and Accountability Component.
The Program Assistant (PA) will be part of the DGF Programme Management
Unit (DGF- PMU), which is responsible for the day-to-day management and
implementation of the programme components as agreed by the DGF-Steering
Committee while observing the DGF Board's strategic direction.
The Program Assistant for Natural Resource Governance is a ‘junior
professional’ position, which presents an opportunity for on-the-job
professional development for an ambitious and hard-working recent graduate. The
PA will work with, and report to, the Program Officer (PO) for Natural Resource
Governance to ensure effective operation of the NRG sub-component. The PA will
assist the PO in providing support to both State and Non-State DGF partners
implementing projects in the areas of oil governance, mining and, if requested
by the Component manager, land rights. In particular, the PA will provide technical
and management support for coordinating the development, implementation and
oversight of the DGF strategy for Natural Resource Governance. Explicit
attention will be given to the professional development of the PA, particularly
to build his/her technical knowledge and understanding of governance issues in
the extractive sector.
The PO will be responsible for agreeing to detailed personal job objectives
and performance targets with the PA. Progress will be reviewed and the results
recorded on a regularly agreed basis. The performance appraisals will inform
contract renewal or termination.
Key responsibilities
The working environment
The DGF will provide a dynamic, pleasant, culturally-mixed and enabling
working environment. It is envisioned that the Program Assistant will work as
part of a diverse matrix team of professionals with different skills, talents
and competences. Jointly, the DGF team aims at a common goal, with shared
performance targets outlined in the DGF log-frame. The team operates in a collaborative
and complimentary manner within and across the three DGF components with the
purpose of achieving the DGF objectives more efficiently and effectively. This
involves undertaking vertical and/ or horizontal assignments outside one's area
of jurisdiction or specialization.
The DGF management team directs and guides this work culture. This work
method provides staff with diversity and opportunities for professional growth,
enabling them to concurrently deepen their technical and managerial skills in

multiple, but related technical areas.
Context analysis input and management of partner relations (20%)
The Programme Assistant will develop an in-depth understanding of the
extractive sector in Uganda and of key governance issues based on international
experience and best practice. He/she will be responsible for providing ongoing
context analysis in the area of oil governance to the NRG team within the Voice
& Accountability Component, and will provide input to management of partner
relations so that programme implementation is adjusted to the changing context:
· Provide analysis of key developments as well as local, national and
international “best practices” in the area of natural resource governance.
· Support the PO and CM to ensure good working relationships are maintained
with key external stakeholders, including the management of relations to
relevant partner organisations
General programme management (40%)
The Programme Assistant will assist the Program Officer with day-to-day
management of the NRG sub-component within the Voice & Accountability
Component, including achievement of agreed targets:
· Provide technical input to development of concepts, proposals, annual work
plans and budgets of DGF partners;
· Assist in the development and oversight, where required, of funding
application processes or call for proposals for potential implementing
partners;
· Participate in developing the annual work plans and budgets of DGF; and in
reporting on the indicators, milestones and targets of the sub-component as
specified in the DGF Log Frame;
· Participate in reviewing and providing comments to narrative and financial
reports received from partners and follow-up with timely requests for
disbursements;
· Support the capacity development of partners by providing supporting
tools, advice, contacts as required;
· Assist the PO to report on the indicators, milestones and targets of the
sub-component as specified in the DGF Log Frame for the DGF annual report;
· Summarize results, case stories, challenges faced and “lessons learned” in
the sub-component and other information designed for communication to wider
audiences;
· Ensure compliance with the “Business Procedures” of the DGF;
· Ensure cross-cutting issues are addressed adequately during planning,
implementation and reporting, especially gender related issues.
· Undertake any other assignments as delegated by the Component Manager or
Program Officer.
Monitoring and Evaluation (30%)
The Program Assistant will contribute to M&E of the sub-component in
close collaboration with the PO and the Results and Communication Unit (RCU).
This will include:
· Undertaking regular field visits to partners to support and monitor
activity implementation;
· Monitor project progress and achievement of milestones and targets as per
the projects’ monitoring framework;
· Ensure that partners submit regular reports of satisfactory quality to DGF
for review;
· Assist the PO in monitoring partners’ program and projects’ implementation
to achieve expected results for the human rights sub-component;
· Participate in Mid-Term-Reviews and contribute to evaluation of projects
as requested.
· Contribute to quarterly reports

Professional development (10%)
· The role entails an explicit commitment, both on behalf of DGF and the PA,
to build the knowledge and technical skills of the PA in the area of natural
resource governance.
Academic and professional qualifications
· A Master’s Degree in Development Studies, Public Policy or other relevant
discipline
· Additional qualifications in project and partnership
management/administration are an advantage.
Experience
· At least two years’ experience of working with civil society, or state
institutions in the general area of governance, democratisation and public
policy in Uganda;
· Knowledge of the current state of developments in the Ugandan extractive
sector and a good understanding of the opportunities and challenges it
presents.
· At least one year’s experience in handling projects and report writing.
· Other exposure and experience in the field of national / international
development would be an advantage Core technical competencies required for the

the key issues around Natural Resource Governance, including experiences and
best practices from elsewhere.
· Knowledge of the role of State and Non-State actors in the field of
governance in Uganda; · Organizational and financial management skills

Terms of Employment
A two year contract will be offered with the possibility of extension under
DGF Terms and Conditions. Six months’ probation period.
