Brief Company Profile:
8 of Uganda’s International Development Partners (Austria, Denmark, EU,
Ireland, Netherlands, Norway, Sweden and the UK) have established the
Democratic Governance Facility (DGF) which provides harmonized and coordinated
support to state and non-state partners in Uganda within the following three
components:
1. Deepening Democracy Component,
2. Rights, Justice and Peace Component and
3. Voice and Accountability Component.
The Program Assistant (PA) will be part of the DGF Programme Management
Unit (DGF- PMU), which is responsible for the day-to-day management and
implementation of the programme components as agreed by the DGF-Steering
Committee while observing the DGF Board's strategic direction.
The Program Assistant for Human Rights will report to the Program Officer
(PO) for Human Rights for the progress and the management of the Human Rights
sub-component.
The PA will assist the PO in providing support to both State and non-State
DGF partners implementing projects in the area of human rights in Uganda. In
particular,
the PA will provide technical and
management support for coordinating the development of the National Action Plan
on Human Rights, improving human rights monitoring and reporting by state and
non-state actors and working in close collaboration with the Deepening
Democracy Component on civic education for greater human rights awareness.
The PA will be responsible for agreeing to detailed personal job objectives
and performance targets with the PO. Progress will be reviewed and the results
recorded on a regularly agreed basis. The performance appraisals will inform
contract renewal.
Key responsibilities
The working environment
The DGF will provide a dynamic, pleasant, culturally-mixed and enabling
working environment. It is envisioned that the Program Assistant will work as
part of a diverse matrix team of professionals with different skills, talents
and competences. Jointly, the DGF team aims at a common goal, with shared
performance targets outlined in the DGF log-frame. The team operates in a
collaborative and complimentary manner within and across the three DGF
components with the purpose of achieving the DGF objectives more efficiently
and effectively. This involves undertaking vertical and/or horizontal
assignments outside one's area of jurisdiction or specialization.
The DGF management team directs and guides this work culture. This work
method provides staff with diversity and opportunity for vertical and
horizontal growth, enabling them to concurrently deepen their technical and
managerial skills in multiple, but related technical areas.
Context analysis input and management of partner relations (10%)
The Program Assistant will specifically have knowledge of the context and
the key actors in the area of

human rights. He/ she will be responsible for providing ongoing context
analysis in the area of human rights and provide input to management of partner
relations as to ensure that the programme implementation is adjusted to the
changing context:
· Provide analysis of key developments as well as local, national and
international “best practices” in the relevant area.
General programme management (70%)
The Program Assistant for Human Rights will assist the Program Officer for
Human Rights with the day-to-day management of the Human Rights sub-component
within the Rights, Justice and Peace Component, including achievement of agreed
targets:
· Provide technical input to development of concepts, proposals, annual work
plans and budgets of DGF partners;
· Assist in the development and oversight, where required, of funding
application processes or call for proposals for potential implementing
partners;
• Ensure good working relationships with key stakeholders, including the
effective management of relations with state and non-state partner
organisations;
· Participate in developing the annual work plans and budgets of DGF; and in
reporting on the indicators, milestones and targets of the sub-component as
specified in the DGF Log Frame;
· Participate in reviewing and providing comments to narrative and financial
reports received from partners and follow-up with timely requests for
disbursements;
· Support the capacity development of partners by providing supporting
tools, advice, contacts as required;
· Report on the indicators, milestones and targets of the sub-component as
specified in the DGF Log Frame for the DGF annual report;
· Summarize results, case stories, challenges faced and “lessons learned” in
the sub-component and other information designed for communication to wider
audiences;
· Ensure compliance with the “Business Procedures” of the DGF;
· Ensure cross-cutting issues are addressed adequately during planning,
implementation and reporting, especially gender related issues.
· Undertake any other assignments as delegated by the Program Officer.
Monitoring and Evaluation (20%)
The Program Assistant for Human Rights will be responsible for M&E of
the sub-component in close collaboration with the Results and Communication
Unit (RCU). This will include:
· Undertake field visits to partners when required to accompany and monitor
activity implementation;
· Monitor project progress and achievement of milestones and targets as per
the projects’ monitoring framework;
· Ensure that partners submit periodic reports to DGF for review;
· Assist the PO in monitoring partners’ program and projects’ implementation
to achieve expected results for the human rights sub-component;
· Participate in Mid-Term-Reviews and contribute to evaluation of projects
as requested.
· Assist the PO to ensure that partners are effectively reporting on
results.
Academic and professional qualifications
· A Bachelors Degree in Law and a diploma from the Law Development Centre;

· Additional qualifications in project and program management &
administration, including the management of partner relations, would be an
advantage.
Experience
· At least three
years’ employment working with either Government agencies or NGOs dealing with
human rights in Uganda;
· A good understanding of the challenges facing human rights in Uganda;
· At least one year’s experience in handling projects and report writing;
· Other exposure and
experience in the field of Human rights would be an advantage. Core technical
competencies required for the role
Role requires core competencies in the following areas:
· Legal Human Rights Framework at national, regional and international
level;
· Knowledge of State
and Non-State actors in the field of human rights;
· Organizational and financial management skills and experience;
· Gender
mainstreaming competence;
· Capacity development and organizational development;
· Monitoring and evaluation.
Additional skills
· Excellent communication and facilitation skills;
· Fluency in English
and strong writing skills;
· Strong cooperation and team working skills;
· Capacity to work
also under pressure, with high level of self-motivation;
· Demonstrated ability to interact professionally with stake-holders at all
levels of the Ugandan society.
Terms of Employment
A two year contract will be offered with the possibility of extension under
DGF Terms and Conditions. Six months’ probation period.
