Purpose
of the Position
Under the general guidance of the Chief of Communication, in close
collaboration with the Programme Chiefs, Zonal Office Chiefs, and technical
programme specialists, responsible for the design, management, execution,
monitoring and evaluation of a communication for development strategy in
support of the country programme`s expected results, with strong emphasis on
social mobilization, knowledge, attitude and behaviour change for accelerating
progress on child survival and development (for a medium-sized country of more
than $ 55 million annual throughput).
Key Expected Results
1. In collaboration with UNICEF and
government programme specialists, designs and manages/facilitates the
implementation of communication plans of action aiming at: (a) behaviour
development/change at the individual/household levels; (b) social mobilization
of civil society organizations; and (c) increased community ownership
participation in development programmes, with emphasis on accelerating progress
on child survival and development goals.
2. In collaboration with institutional (including research) and other
partners, organizes/manages the formative research, development, pre-testing
and production of culturally relevant communication materials and approaches to
ensure effective and efficient programme delivery, including facilitating
behaviour change, where necessary.
3. Monitors and evaluates activities on the basis of applied communication
research and frequent visits to programme field sites. Disseminates communication research findings,
ensures exchanges of experience and new methods to government officials,
programme staff and other UN and UNICEF partners.
4. Leverages results through partnerships with religious groups,
traditional leaders, teachers, artists, and other organized groups in the
community, as well as civil society organizations, to orient them on the unfulfilled rights of
children and to solicit their involvement in the implementation of the country
programme.
5. Develops training materials and activities to build and strengthen
capacity in participatory, behaviour change communication at various government
levels in support of programme sustainability.
Qualifications of Successful Candidate
- Advanced university degree in the Communication for Development or in
social/behavoural sciences, (Sociology, Anthropology, Psychology, Health
Education) with emphasis on participatory communication, communication
planning, social mobilization, participatory research, training and impact
evaluation of communication interventions.
- Eight years of progressively responsible work experience in the planning
and management of social development programmes, including four years in
developing countries, with practical experience in the adaptation and
application of communication planning processes to specific programmes.
- Knowledge of current developments in the fields of communication theory,
motivational psychology, adult learning theory, indigenous media, community
organization and participation.
- Training in strategic communication planning, behaviour analysis,
formative research and evaluation of communication interventions.
- Ability to organize and implement training, including development of
curricula and methodologies.
- Fluency in English and another UN language required. Knowledge of the local working language of
the duty station is an asset.
