In Uganda, GOAL seeks to achieve its mission both by working directly with
communities, and through partnership with Uganda Civil Society Organizations in
coordination with national and district Government. GOAL has been operational
in Uganda since the late 70’s implementing programming from emergency through
to crisis recovery to development. GOAL Uganda’s Country Program focuses on:
• Livelihoods
• Health (HIV, WASH and Health Accountability)
GOAL Uganda’s 2013 operating budget was approx. €2.7 million, which is
managed by a well-established team of approximately 120 staff. GOAL is
currently implementing multi-sectoral programmes in four districts of Uganda in
the north and east namely:
• Bugiri and Namayingo (Southeast Uganda)
• Agago (Acholi Land working out of the Kalongo office) and
• Abim (Karamoja working out of the Abim office)
General Description of the Role
Reporting to the Assistant Country Director (Systems) and directly
supervising the HR team, the HR Manager provides overall coordination oversight
of GOAL Uganda’s HR Department.
Key Duties
1. Oversight & Supervision:
• Develop, manage and integrate work plans for the HR team in order to
achieve annual work plan objectives that fall within the overall Country Office
strategic objectives for HR.
• Overall responsible for outputs and performance of all staff within the
HR department, whether supervision is direct or indirect.
• Supervise HR team.
• Ensure all performance management activities are implemented in a timely
manner.
• Provide training and development on HR issues.
• Travel to programme areas for HR review and support.
2. Representation:
• Liaise with GOAL’s legal counsel on all HR-related issues.
• Chair weekly HR meetings & issue of minutes.
• Chair monthly GOAL Kampala staff meetings.
3. Health Insurance:
• Manage the health insurance policy provided to staff and lead regular
reviews of the policy in coordination with the ACD.
4. Policy & Procedures:
• Ensure that all HR issues are dealt with in accordance with GOAL policies
and procedures and in accordance with Ugandan legislation.
• Develop and implement GOAL Uganda’s Health & Safety Policy and
Procedures.
• Provide advice & counselling to all GOAL staff on HR policy and
processes, in ensuring good knowledge of Employment Act.
• Provide management support for decisions on disciplinary actions.
• Provide induction training on HR policy & procedures where
necessary.
• Support the development of a GOAL Uganda Training Plan based on output
from the Performance Management process and identified priorities of management
team.
5. Recruitment & Section
• Liaise with managers to develop job descriptions.
• Coordinate recruitment process.
• Manage application review process.
• Coordinate interviews.
• Input into selection process.
• Coordinate staff induction.
• Manage timely probation appraisals.
• Coordinate staff exit process.
6. Reporting:
• Quarterly review with ACD of HR & Admin plan to ensure relevance.
• Submit HR & Admin Monthly Report to ACD (including HR analysis,
to include overtime, leave management, probation and general appraisals, etc.)
by the 8th of every month.
• Prepare plans for quarterly HR support visit plans and present for review
with ACD.
• Manage internal HR reporting structures.
7. Management Support:
• Provide management support for job evaluations (person specs, etc.).
• Provide coaching & mentoring support to management on People
Management.
• Review employee benefits and their administration in coordination with Finance
Controller and ACD.
• Review and update salary scale in coordination with Financial Controller.
• Carry out monthly support visits to all project bases, including training
on policies and procedures where necessary.
• Submit trip reports to ACD and discuss next steps on issues raised in the
field.
• Ensure appointed HR deputy has sufficient training to deputize in HR
Manager’s absence.
Requirements
Essential
• Minimum of 5 years experience in senior HR management;
• Minimum of 3 years managing staff;
• Internationally recognized Degree in relevant field with demonstrated
knowledge of Ugandan labour laws and new Employment Act – 2006;
• Good people management skills, demonstrated through experience;
• Proven recruitment and selection skills;
• Ability to write complex and detailed reports, documents, policies and
procedures;
• Ability to lead, manage & implement complex processes to
successful conclusion;
• Experience in senior management liaising on HR planning and reporting;
• Excellent computer literacy in word processing, outlook, internet, and
spread sheets to perform assigned responsibilities;
• Excellent attention to detail;
• Confidentiality and discretion is a must;
Desirable
• Proven leadership skills;
• Experience in fast and large scale recruitment.
Contract Length: 1 year renewable
