Uganda Industrial Research Institute (UIRI) a parastatal organization under
the auspices of the Ministry of Trade, Industry and Cooperatives is seeking to
recruit skilled and experienced personnel for the following positions:
1. HUMAN RESOURCE OFFICER: (1 POSITION)
The Human Resource Officer at this level shall report to the Director
Finance and Administration. The specific responsibilities of this position are:
Key Responsibilities:
• Ensure consistent implementation of Human Resource Policy
• Participate in the development of Human Resource Budgets
• Participate in the review of human resource policies
• Coordinate employee performance / performance appraisals
• Participate in the staff development and training plans/ programs
• Coordinate and manage staff leave
• Coordinate recruitment of industrial trainees, interns and officers
• Manage and update staff contracts and records
• Coordinate human resource events
• Respond to routine account human resource queries
Qualifications and Skills required:
▪ Bachelors in Human Resource Management from a recognized university.
Masters in Human Resource Management is an added advantage
▪ Excellent analytical and report writing skills.
▪ Excellent computer skills in MS Office suite and quick at mastering
systems.
▪ Experience of three or more years with in Human Resource practice.
▪ Between the age of 30-40 years
2. PUBLIC RELATIONS EXECUTIVE: (1 POSITION)
The public Relations Executive shall report to the Communications and
Marketing Manager. The position holder will help to generate a favorable brand
image for the Institute as well as ensuring that objectives are achieved in
line with the Institutes mandate
Key Responsibilities:
• Participate in planning, developing and implementation of PR strategy and
internal communications
• Writing and editing in-house magazines, publicity documents, case
studies, information for web site, articles and reports
• Upgrade, maintain and manage Institute’s website content
• Liaise with media houses, journalists, stakeholders, vendors and other partners
for accurate publications
• Support internal staff, the communications and marketing team to design
innovative communications and marketing strategies
• Organise promotional events such as press conferences, open days,
exhibitions, tours and visits of institute activities
Qualifications and Skills required:
▪ Bachelor’s degree in Mass Communication. A Masters in Mass Communication
is an added advantage
▪ Superior written and verbal communication skills, ability to think out of
the box and pay attention to detail
▪ Excellent analytical and report writing skills.
▪ Ability to meet strict deadlines.
▪ Minimum experience of three with media and public relations.
▪ Between the age of 30-40 years
3. CLERK OF WORKS/ SITE INSPECTOR: (1 POSITION)
• The Clerk of Works shall report to the Head of Civil Engineering. The
position holder will carry out effective supervision on order to achieve high
standards of quality control and performance is maintained on UIRI and UPIK
Civil Works Contracts.
Key Responsibilities:
• To monitor the performance of Contractors on site and to ensure that
Engineering constructions, installations are executed in accordance with
drawings and specifications and that the standards of work and the materials
supplied by Contractors are as specified in accordance with the Contract.
• To ensure that a consistently high standard of quality control and
supervision is maintained with due regard to building and health and safety
legislation
• To advise the design teams on standards of quality, finish and compliance
with the specification, having due regard to the practical aspects of
engineering design and constructions, the soundness and practicality of design
proposals, and the money being expended
• To provide feedback on the performance of Contractors, in form of weekly,
monthly and quarterly site reports.
• To ensure familiarity with all the relevant drawings and written
instructions
• Take measurements of work done on site and samples on site in order to
feed into work certificates
• To identify technical problems or aspects of the work, monitoring
alterations or additions on site, advise the client and Contractor and to
recommend corrective action.
• Clerks of Works should liaise closely with the Contractor’s staff. S/he
must, however, maintain independence for working in the best interests of the
client.
• In case of construction of buildings by directly employed workers, the
Clerk of Works shall be responsible for supervising them
• Keep detailed records of various aspects of the work, put together in
regular reports for the Project Manager and the client. Records include details
of:
▪ progress and any delays
▪ The number and type of workers employed
▪ Weather conditions
▪ Visitors to the site
▪ Drawings received
▪ Deliveries
▪ Site instructions
• Details of any significant events including any serious deficiencies in
health or safety performance observed while on site.
• To attend and report to pre-Contract and site meetings
• Issue directions as authorized by the Project Manager
• To prepare schedules of defects and to certify rectification of snags
Other Duties:
• To ensure that current knowledge, continuous professional development, to
make sure that s/he keeps abreast of developments in areas such as new
materials, practices, building services laws and legislation, standards,
methods of construction and health and safety legislation.
• Have a working knowledge of health and safety legislation and bring any
shortfalls observed to the attention of the person(s) concerned.
Qualifications and Skills required:
• Higher Diploma in Civil and Building Engineering
• Have a wide understanding of the building industry, including knowledge
of materials, trades, methods and legal
Needed requirements:
• Be physically fit, technically competent and attentive to detail when
checking work and materials
• Have good spoken and written communication skills (knowledge of the local
working language is required)
• Be able to establish an appropriate working relationship with the
Contractor’s staff
• Have good judgement, be persuasive and diplomatic while remaining
independent
