Position Title: Education Programme Officer (3
positions)

Reporting: Senior Programme Manager (Rakai and
Kibaale) and Programme Manager (Oyam)
Location: Kibaale, Rakai and Oyam, Uganda

Job Summary:
The Education Programme Officer will drive WVU’s child wellbeing targets in
designated cluster through planning, monitoring and implementing Education
programme in line with applicable technical approaches and WVU national
strategy.
Key Duties & Responsibilities
1. Project Planning and Implementation
·
Ensure that the cluster designs
are in line with the Education and life skills national office strategy
·
Ensure that Cluster ADP Education
and life skills project activities are integrated with other sectors and also
the District development plan
·
Supervise and monitor ongoing
activities under the Cluster ADP Education projects
·
Ensure quality in the roll out of
education and life skills models
·
Coordinate Cluster ADP education
projects being implemented by partners and technical resource persons.
·
Initiate and participate in
education district Advocacy initiatives
·
Liaise with the National office
education technical specialist for quality implementation of education
projects.
·
Ensure cross cutting themes are
mainstreamed in education.
·
Ensure Education projects
integrate and address child protection
·
Work with Child Sponsorship and
Development Facilitator to ensure Registered Children and their households are
participating and benefiting from education programme interventions
2. Capacity Building and Training:
·
Mobilization of CCTs, SMCs and PTAs and conducting trainings to build capacities
on education
·
Provide mentoring and coaching to
education community volunteers and teachers and local level capacity and local
linkages to support literacy.
·
Identify technical experts to
train community groups
·
Liaise with the National Office
Education technical specialist on staff capacity building in Education.
3. Partnership and Networking:
·
Identify and build strategic
linkages, relations, collaborations and networks with partners and other
stakeholders in implementation at the District level.
·
Participate and represent WVU in
key donor engagements and technical working forums at district, region and
National level when applicable
·
Point of contact for consultation
on issues to do with Cluster education programme
·
Identify opportunities that
present through networks and relationships with other institutions and
organizations and NGOs working in the areas of education
4. Research, M&E and Documentation:
·
Effectively document all
information related to project successes, innovations and promising practices
and disseminate through appropriate mechanisms
·
Ensure identification of research areas, conduct research and document
learnings
·
Responsible for capturing child
well being indicators literacy, numeracy and life skills in the cluster
·
Support processes of project
baselines and evaluation of education projects
·
Take lead in the Cluster
education periodic project output & outcome monitoring process.
5. Project Management and Coordination:
·
Track financial management and
budgets allocated for the project
·
Produce timely, accurate,
compliant and quality reports to the direct supervisors.
·
Responsible for project assets at cluster office
6. Resource Acquisition:
Identify and initiate viable
funding proposals for resource acquisition to support education programme
interventions.
Participate in resource
mobilization through concept papers/proposal writing for fund raising and
market them with support offices and other donors
Qualifications, Skills and Experience
·
The Prospective World Vision
employee should hold a Bachelors Degree in Education, Social Sciences or other
degree with a diploma in education. Additional post graduate education training
is an added advantage.
·
Relevant experience of at least 5
years in Education programming with reputable institution, national or
international NGO
·
Broad understanding of
education concepts and issues in
development context especially in Uganda
·
Prior working knowledge of the
logical framework approach to project design, monitoring and evaluation/
project cycle management
·
Working knowledge of data
analysis software such as SPSS, Ms Excel, stata
·
Demonstrated experience and skill
in research, analysis and report writing
·
Strong facilitation and
presentation skills with a passion for sharing knowledge
·
Ability to work independently and
as part of a diverse team
·
