Context:

Under the direct supervision of the Chief of Mission (COM), in close coordination with theRegional Resources Management Officer (RRMO) and in cooperation with the Departmentof Resources Management (DRM) and relevant units at Headquarters (HQs) as well as theAdministrative Centres in Manila and Panama, the successful candidate will be responsibleand accountable for managing the budgetary, financial, human resources and administrativefunctions of the Mission.

Core Functions / Responsibilities:

1. Monitor and oversee the financial management for all activities in the country includingthe oversight of financial expenditure and accountability; undertake financial analysisof projects in the Mission.

2. Coordinate the preparation of donor financial reports in accordance with IOMregulations and established procedures.

3. Supervise management of the treasury by forecasting cash flows according toactivities in the country and ensuring daily control of funds disbursed; ensure funding isreceived in accordance with donor agreements. Maintain appropriate internal controlsto safeguard the Organization's assets, control cash and prevent fraud.

4. Prepare annual budget for the Mission, oversee budget control process and analyzevariances between budget and actual expenditures. Assist in the preparation ofbudgets for new programmes.

5. Review and approve budget for new projects within the Mission as well as the annualbudget.

6. Inspect payroll versus budgets, ensuring that salaries are correctly allocated toprojects consistent with IOM's projectization criteria.

7. Produce permanent instructions and procedures to complement or to adapt thegeneral instructions of IOM, taking into consideration the volume of activities, staffingand the constraints and specific needs of the region, namely in the areas of generaladministration, finance and human resources.

8. Assist COM in managing the human resources function and make recommendationson recruitment, retention, promotion, and separation of local staff. Interpret and applyHuman Resources (HR) policies, rules and regulations and make recommendationsfor resolving difficult or sensitive cases.

9. Supervise and train staff on IOM's administrative/financial policies and procedures;evaluate regular financial reports and take action to resolve anomalies and unusualtrends.

10. Supervise the procurement and logistic services, including contracts with suppliers ofgoods and services and related administration authorities.

11. Oversee the management of the fleet of vehicles and maintenance of buildings as wellas the functioning of all support services at the Mission.

12. Coordinate the security of the facilities and personnel, training of security staff andcoordination with the United Nations (UN) security cells; ensure that all reasonablemeasures are taken in regards to security of the office premises and equipment.

13. Liaise with relevant units at HQs as well as relevant external counterparts with regardto the financial and administrative activities of the Mission; report regularly on thefinancial situation of the Mission and provide other information as necessary.

14. Support and offer guidance to other units (programmes and sub-offices) on mattersrelated to IOM administrative issues, local institutions and regulations and humanresources problems with a view to increasing their effectiveness.

15. Perform such other duties as may be assigned.

Required Qualifications and Experience
a)completed advanced university degree from an accredited academic institution in Accounting or Business Administration, with a professional certification as charteredaccountant or certified public accountant;

b) five years professional experience (or sevenyears of experience for candidates holding a first level university degree) in financialmanagement, accounting and budgeting;

c)good knowledge of human resourcesmanagement;

d) experience in liaising with governmental and diplomatic authorities aswell as with international institutions;

e) familiarity with financial oversight and publicadministration;

f) knowledge of International Public Sector Accounting Standards (IPSAS)and SAP highly desirable;

g) audit experience highly regarded.

LanguagesFluency in English is required. Working knowledge of other UN languages an advantage.
