POST: SENIOR PERSONNEL OFFICER
Organisation: Northern Uganda-Health Integration for Enhanced Services (NU-HITES) project,
Location: Gulu.
JOB PURPOSE
To assist in implementation and monitoring 01 the NU-HITES health worker hiring program
implemented by IntraHealth. Support implementation of human resource policies, strategies, guidelines, rules, regulations.
BACKGROUND INFORMATION:
The Northern Uganda-Health Integration for Enhanced Services (NU-HITES) project, funded by the United States Agency for International Development (USAID), aims to increase the use of quality health services and to strengthen systems for the delivery of quality health services in northern Uganda. The cooperative agreement between USAID and Plan International USA, NU-HITES' lead organization, began on August 8, 2012 and continues through August 7, 2017. NU-HITES is implemented by a consortium led by Plan International USA. The consortium includes IntraHealth International, the Tulane University School of Public Health and Tropical Medicine (Tulane), the Communications for Development Foundation of Uganda (CDFU), Uganda Health Marketing Group (UHMG), and The AIDS Service Organization (TASO).
The goal of the NU-HITES project is to improve and sustain the health and nutritional status of northern Uganda's population. The
NU-HITES consortium works to address barriers to the availability and quality of health services and supports the strengthening of health service delivery. NU-HITES has been asked to implement a health worker hiring program in the NU-HITES' districts, and IntraHealth is responsible for managing the program. The program will Initially hire 168 health workers in 13 districts and be responsible for paying their salaries.
    JOB PURPOSE
To lead the NU-HITES health worker hiring program, implement and monitor agreed-upon policies, strategies, guidelines, rules, regulations; and guide the NU-HITES project working with the local governments and private not-for-profit organizations on all matters of Human Resource Planning, Management and Development, particularly for the health workers hired under the hiring program.
     KEY FUNCTIONS
·         The senior personnel officer shall manage the hiring program, under the supervision of the Director Health Systems  Strengthening.
·         Assist districts in identifying HRH needs and updating action plans for recruitment and deployment.
·         Assist with negotiation of the MOUs with the districts and PNFPs, and make sure that everyone has a common understanding of how the program will work.
·         Act as the spokesperson for the program to explain it to the NU-HITES senior management team, government and PNFP officials, and visitors.
·         Resolve problems in program implementation as they arise Negotiate for SMS services in order to send messages to the health workers as reminders and encouragement in their work. Assist1he districts and PFNPs in supervising the health workers and determining rewards and sanctions for performance. Support districts in implementing performance management. Oversee pay roll management, in collaboration with the IntraHealth Finance Officer and the districts.
·         Plan with the other staff to arrange for certification of time worked by health workers and work with districts to put the system into place.
·         Oversee collection and verification of health worker time records, in collaboration with the district officials, in order to effect payment.
·         Monitor and report any problems relating to the hiring program and bring these problems to the Director HSS as necessary Contribute to activities and work teams as assigned.
QUALIFICATIONS
1.            Masters degree in Social Sciences or Health Sciences, or Bachelor's Degree in Business Administration or economics with financing option with at least five years work experience in a related area.
2.            Experience working in human resources is preferred
3.            Strong interpersonal teamwork and programming skills
4.            Strong communications skills and strength in speaking and writing in English
5.            Strong organizational skills
6.            Strong skills in public speaking
WORKING CONDITIONS / PHYSICAL REQUIREMENTS
The Senior Personnel Officer is expected to:
Work independently with all stakeholders including the NUHITES consortium and districts.
Accept additional responsibilities related to the job demands. Work overtime as required.
Travel throughout Uganda to work with partners and key stakeholders, and potentially internationally, as required.
