A number of International Development Partners in Uganda
have established a joint Democratic Governance Facility (DGF) to manage a
coherent, harmonized and coordinated multi-donor support. It is based upon
three components: Deepening Democracy; Rights, Justice and Peace; and
Voice&Accountability.

Officer, Local Accountability
Reporting to:
Voice & Accountability Component Manager
Duty Location: Kampala
The objective of the Voice & Accountability Gomponent is
to strengthen the accountability and transparency of service providers at state
and local government level. It aims to empower citizens at national and
sub-national levels to monitor public services,voice concerns about the quality
or integrity of service delivery and influence sustainable institutional
development in areas where service provision needs to be improved.
The Programme Officer for Local Accountabilitywill
concentrate on strengthening Local Accountability Networks and Partnerships
throughout Uganda in order to improve monitoring, analysis and advocacyrelated
to improving the quality and integrity of public service delivery.
Key responsibilities:

Manage the day-to-day working relationship with
DGF programme partners and stakeholders.
·
Provide up-to-date information and insights on
accountability and the fight against corruption at local and national level,
including current policy processes, legislation, institutional frameworks and
ongoing interventions by other state and non-state actors.
·
Playa lead role in planning and implementing
DGF's strategy for strengthening downward accountability related to service
delivery.
·
Develop strong and constructive relationships
with key relevant governance and development actors, including development
partners, GSO, state accountability institutions, the media, etc. Promote best
practice in bottom-up accountability and anti-corruption programming approaches
by DGF and its various partners and stakeholders
·
Participate in the development of work plans and
budgets by DGF and its partners.
·
Review and provide comments to management on
narrative & financial reports received from partners, summarising results,
challenges and lessons learned and produce interesting 'case stories'
·
Provide capacity building support to partners,
as required; Ensure compliance with all technical, administrative and
·
financial rules and procedures of the DGF.
·
Ensure that 'cross-cutting' issues (such as
gender, youth & land) are addressed adequately during planning,
implementation and reporting.
·
Manage the monitoring & evaluation of all
programmes in the area of 'Local Accountability', including regular field
visits to assess the progress of implementation and the integrity of management
processes.
·
Undertake any other assignments as delegated by
the Component Manager.
Academic and
professional qualifications
A Master's Degree, in an area such as development studies,
good governance, public policy, political sciencefrom a recognised University.
Further qualifications and experience in project management &
administration would be a distinct advantage.
Competencies and
experience
·
Good knowledge of current development challenges
and political developments in Uganda, especially in the area of good
governance.
·
At least five years experience in the management
of development programmes and projects.
·
At least 3 years specific experience working on
development projects within the area of strengthening accountability and
tackling corruption at local and national level.
·
High standards of personal integrity and a
commitment to democratic governance.
