The World Food Programme (WFP) is the United Nations
frontline agency against world hunger. It is the largest and longest serving humanitarian
agency in Uganda. Currently WFP Uganda focuses on three
priority areas namely, Emergency Humanitarian Action (EHA);
Food & Nutrition Security (FNS); and Agriculture & Market Support
(AMS). WFP has operations in various parts of the Country. WFP cherishes and
takes pride in its human resources; therefore we seek to recruit a competent person
for the position of Senior Programme Assistant (Pipeline).
Job
Purpose:
Under the direct Supervision of the Pipeline Officer and the
overall supervision of the Deputy Head of Programme, the Senior Programme
Assistant (Pipeline) will provide technical support to the
pipeline and budgetary functions in the Country Office.
He/she will assist in the preparation of annual reports;
project budgets; Programme of work;
pipeline related reports, donor-resourcing status for
projects, pledges received and funding gaps and will ensure that WFP reports
issued to donors are accurately developed. He/she will be required to undertake
the following duties:

Responsibilities:
• Prepare monthly project(s) pipeline reports and advise the
Programme Officer (Pipeline) on the best options applicable for resource
management in ensuring a stable and healthy pipeline.
• Prepare donor pipeline related reports;
• Monitor the programming of funds by ensuring timely
preparation of funding proposals and assignment plans;
• Participate in the preparation of annual reports, budgets,
blue book, and pipeline related cooperate reports;
• Prepare monthly Call Forwards and Food Release Notes to
facilitate the delivery of food commodities to recipient country and within the
country to sub offices and partners in order to avoid pipeline breaks;
• Facilitate stock rotation and prevent stock build up by
proposing loans/swaps/repayments to avoid delivery gaps and pipeline breaks;
• Maintain a database on loans and repayments between WFP
projects, and between WFP and other agencies;
• Participate in regular consultative meetings at country
and regional levels and take follow-up action as necessary;
• Assist in the end-of-project stock reconciliation
especially data on loans and repayments to ensure that projects are closed at
project end date and transfer any unspent food and non-food resources to a
new project phase or another operating project;
• Monitor usage of donor funds allocated to the purchase of Commodity,
in LTSH, external transport, ODOC, and DSC expenses.
Ensure all open projects FRs; PRs are converted into POs and
spent in a timely manner; any exceptions should be reported to the fund’s manager;
• Supervise and train other staff in pipeline related
matters;
• Assist in the project and financial analysis of projects
and determine the need for budget revisions and recommend necessary action.
• Ensure all unassigned project resources are allocated in
line with the WFP rules and regulation;
• Assist in generating data for budget analysis and provide
findings with suggested recommendations to support units, offices and the management
team;
• Support Country Office staff in ensuring that technical
and financial project reviews are accurate and submitted in a timely manner and
their findings communicated to the management team;
• Perform other related duties as required by the
supervisor;
Essential Qualifications
and Experience:
The successful candidate should have the following skills:
sound judgement, ability to extract, interpret, analyse and format data to
resolve operational problems and to work with accuracy under pressure. He/she
will be able to work with minimum supervision and deal patiently and tactfully
with people of different cultural backgrounds.
In addition, he/she must possess the following academic qualifications:

Bachelor’s Degree in Statistics, Finance,
Auditing, Economics, Logistics, Business Studies or any other related field
from a recognized Institution;

At least (5) years of relevant working
experience gained from a reputable organization;
·
Skills in Project Planning and Management,
Budgeting and Programming processes
·
High level analytical skills
·
Ability to develop integrated analyses to
support Strategic decision making in programming and budgeting
·
Solid knowledge of most systems relevant to
Organizational business processes
·
Good knowledge and skills in using MS Office
Applications;
·
Excellent command of English is vital.
