for monitoring and evaluation of programmes and activities for evidence-based

Malaria Control
Culture Project Background:
Malaria Consortium Uganda was recently awarded funding by
Comic Relief to implement the Malaria Control Culture project in Tororo
District in Eastern Uganda.
The project will run for three years (August 2013- July
2016). In order to address the malaria burden in Tororo District, Malaria
Consortium proposes following on the heels of a nationwide net distribution
campaign expected to attain universal coverage of LLIN by implementing two
methods of continuous net distribution (ANC services at health facilities, and
primary schools); a strong communications campaign to strengthen healthy
behaviours around malaria prevention and treatment (including demand for and
use of LLINs) and treatment seeking behaviour; and to strengthen diagnosis of
malaria and the management of alternative causes of fever at health facilities.
This is expected to foster a ‘culture of malaria control’ at community and health
facility levels throughout Tororo District, thereby leading to a decrease in malaria
morbidity and mortality, as well as malaria transmission.
Malaria Consortium is seeking a qualified Ugandan national
to occupy the position of Malaria Control Culture (MCC) - Project Manager
Job Purpose:
To manage Malaria Consortium Uganda’s Malaria Control
Culture project, ensuring
the quality of all planning, implementation, monitoring and
operational research activities. Provide technical and implementation oversight
and support to the field-based team and all field activities. Ensure effective
documentation of project processes, lessons learned and impact, as well as
dissemination of learning from implementation and operational research.
Provide on-going technical support to Tororo District
leadership, the Ministry of Health (MoH)/ National Malaria Control
Programme (NMCP) and other partners and stakeholders as
relevant to the project scope and in accordance with its approach to
understanding and influencing positive change in health.
Key Accountabilities:
In charge of the planning, implementation, monitoring,
evaluation and documentation of all the activities under Malaria Consortium Uganda’s
Malaria Control Culture (MCC) project to include (but not limited to):
• Lead the development and ensure approval of the project’s
annual and periodic work plans including their monitoring and reforecasting in
line with the agreed project scope and approach, as well as approved National
Malaria Control Programme (NMCP) policy and approaches
• Responsible for oversight and management of the MCC budget
including the
development of annual budgets, project budget planning,
reforecasting and
expenditure
• Oversee effective quality implementation of the project’s
monitoring and evaluation system including quantitative household level impact
surveys, insecticide resistance monitoring, health facility assessments,
knowledge attitude and practice surveys, and related qualitative assessments
• Ensure effective coordination with and capacity building
support to Tororo District Health and Education leadership, and the Ministry of
Health/NMCP, at all levels of the health system
• Ensure effective and collaborative relationships with all
project partners and that complementary approaches are established with other
projects with similar geographical locations or technical approaches
• Work with Malaria Consortium Uganda’s Advocacy and
External Communications officer to establish and ensure the MCC project’s
advocacy objectives are met.
Liaise with Malaria Consortium’s UK office, and local
partners, to ensure the effective planning, delivery of review of all project
advocacy activities
• Provide effective support to all Comic Relief visits
relating to both project planning, delivery and review, and for the purposes of
Comic Relief fundraising and marketing
• Write the annual narrative report and liaise with the
Finance Team to develop annual financial reports, in accordance with the donor
and Malaria Consortium requirements
• In discussion with the Country Director, and according to
Malaria Consortium guidelines, act as the project’s contact with the local and
international media General support to the Malaria Consortium Uganda programme
including (but not limited to):
• Technical support to other Malaria Consortium Uganda
projects and the MoH/ NMCP and other partners in country, as required
• Support to needs assessments and the development of
project proposals, as required
• Support to Malaria Consortium Uganda communications
efforts including the documentation of case studies and success stories and the
preparation and effective dissemination of project briefings
• Representation of Malaria Consortium Uganda within local
and international forums, as appropriate.

procedures of Malaria Consortium
• Other duties as assigned by the line manager
PERSON SPECIFICATION
Essential:
• A Master’s degree in International Health, Epidemiology or
Communicable Disease Control or a Medical degree combined with substantial
public health
experience
• Minimum of three years of experience working in public
health implementation or communicable disease control in Africa
• Substantial experience in project management, including
relating to effective coordination and communication, report writing, financial
management, and human resource management
• Familiarity with the Ugandan health system
• Demonstrable experience and capacity in effective
monitoring and evaluation, including the design and conduct of surveys, data
analysis and interpretation relating to both quantitative and qualitative methodologies,
documentation and dissemination
• Experience in designing and supervising behaviour change
communications strategies
• Experience in carrying out field-based operational
research
• Excellent communication skills, with strong leadership
skills and a supportive management style
• Excellent diplomacy and stakeholder liaison skills, and
experience in working in partnerships to deliver programmes
Desirable:
• Experience in planning, implementing and reviewing
advocacy activities or programmes
• A commitment to health systems research, an orientation
towards enquiry and learning, and an appreciation and understanding of
approaches to foster systemic and sustainable change
• Demonstrable knowledge of good practice and innovative
approaches in relation to malaria control and health systems strengthening,
ideally within the Ugandan context
• Knowledge and experience of qualitative methodologies
• Knowledge and experience of participatory development
methodologies
• International experience especially relating to
implementation funded by Britishbased donors, ideally Comic Relief
• Comfortable using STATA or other statistical analysis
packages
