Our Client, The National Planning Authority (NPA) is the Principal Statutory Agency for management of national and decentralized development planning in Uganda. The NPA is tasked with a mandate to produce comprehensive and integrated development plans for the country, elaborated in terms of the

perspective Vision, long and medium–term plans in the move to propellingsustainable socioeconomic transformation of Uganda.
The Authority strives to: Strengthen planning systems and, develop comprehensive, participatory, inclusive and integrated development plans and frameworks; Provide evidence based public policy advice and inform public policy debates; Monitor and evaluate the effectiveness and impact of development policies, plans and programmes, and performance of the economy of Uganda and Strengthen the capacity to effectively and efficiently deliver its mandate; among others things.
NPA seeks to recruit qualified and competent persons to fill the Executive Director, Director Development Planning, and Director Policy Research and Innovation positions.
Post Title: EXECUTIVE DIRECTOR
The Executive Director will report to NPA Chairperson and will be responsible for executing the policy decisions of the Authority.
He/ She will serve as the Accounting Officer and Secretary to the Authority as well as the technical head of the secretariat which is responsible for implementation of the NPA strategic plan in fulfilment of NPA Vision.
Key duties and responsibilities will include the following:
National planning
- Ensure timely production of quality comprehensive national development plans that are elaborated in terms of the National Vision;
- Ensure evidence based planning systems, including establishment of sound economy-wide macroeconomic frameworks and models;.
Liaison
- Establish sound working relationships and cooperative arrangements with ministries, departments and agencies (MDAs), local governments and other stakeholders, including members of the public institutions, civil society and international community;
Implementation and monitoring
- Execute the strategies, policies and plans of the Authority. Oversee the implementation and accomplishment of the annual work plan of the authority as approved by the Authority;
- Monitor performance of each directorate and NPA as a whole as well as the effectiveness and impact of development policies, plans and programs and performance of the economy, to ensure the achievement of strategic initiatives;
- Coordinate and supervise the development, monitoring and evaluation of the Authority’s programmatic, financial and institutional plans;
Management and administration
- Serve as the chief executive officer and Accounting Officer of the Authority and ensure the maintenance of accounts of the authority’s income and expenditure as required and approved by the Accountant General and other relevant laws and legislations;
- Develop and maintain a sound financial management system based on effective and up-to –date financial regulations, and in compliance with NPA policies and procedures;
- Ensure effective budgetary control systems and timely preparation of financial reports for the Authority;
- Ensure that internal and external audits are carried out and issues raised are addressed in a timely manner;
- Create a team of professional staff, ensuring high productivity and excellence of quality and continuously inculcate the NPA Mission and core values into NPA staff, ensure that regular performance evaluations, and that sound human resource practices are in place;
- Undertake transparent, effective and efficient management of staff, including continuous improvement of human resource management policies and systems
- Prepare and manage NPA succession plan;
- Be the custodian of the NPA Seal, movable and fixed assets belonging to the Authority; and
- Perform any other duties as assigned by the Authority.
Minimum requirements
- A Master’s degree majoring in any of the following fields: Development Planning, Macroeconomics, Economics, Economic Policy and Planning, Statistics, Quantitative Economics, Development Economics or related relevant field from a reputable university;
- Management experience of at least 10 years, at senior management level, with clear evidence of good management track record, including developing and sustaining linkages, working with stake holders, and liaising with government MDAs and development partners;
- Experience in implementation of public financial management.
The following will be considered as added advantages:
- A PhD, Postgraduate, Diploma or Certificate in any of the relevant fields mentioned;
- Understanding of Public Sector Management, with at least 7 years experience and knowledge of government financial and accountability procedures and regulations including setting up credible management and financial systems as well as procurement, asset disposal.
DIRECTOR DEVELOPMENT PLANNING
The Director Development Planning will report to the Executive Director and will head the Directorate of Development Planning. The main purpose of the
Directorate is to coordinate, harmonize and facilitate development planning in all sectors at Central and Local Government levels.
The Director Development Planning will be responsible and accountable for ensuring that all functions and responsibilities of the Directorate are effectively and efficiently performed. These include:
National development planning
- Coordinate production of comprehensive National Development Plans that are elaborated in terms of the Uganda Vision 2040;
- Review development priorities, issues and needs to inform the national development budget, in line with Uganda’s Vision2040;
- In collaboration with relevant stakeholders, coordinate and provide leadership in the determination of national development priorities. Organise, and promote national dialogues on topical issues to build consensus on key development issues and strategies, and to inform policy and planning;
- Advise on general sectoral policy issues, strategies and allocation of resources amongst competing development priorities;
- Spearhead sectoral development planning and the integration of sectoral plans into National Development Plans;
- Direct and facilitate the mainstreaming of gender, disability, HIV/AIDS and other key cross-cutting issues into National Development Plans;
- Direct and harmonize national level physical planning and the growth of urban centres; Direct and harmonize sectoral development programmes and activities, with to ensure they are consistent with each other;
- Facilitate innovative approaches in planning and programmes design;
- Monitor performance of the decentralised system of development planning and finance and propose required changes for improvement;
- In collaboration with directorate of policy research innovation, conduct in-depth evaluation of the impact and cost of selected development programmes;
- Participate in the formulation and implementation of sectoral development policies; Collaboration and Capacity building
- Develop partnerships among the various stakeholders in the sectoral development planning process and foster linkages between the national and Local Governments to enhance ownership and sustainability of development
programmes;
- Advocate for priority development issues, programmes and other interventions;
- In collaboration with the sectoral Ministries, participate in the evaluation of sectoral development programmes and policies;
- Provide technical support and guidance to Ministerial Planning Units and Local Government Planning Units;
- Design and implement programmes to develop nation-wide planning capacity;
- Disseminate information on sectoral policies and programmes to the public;
- Design and implement programmes to develop planning capacity in Local Governments;
Management
- Contribute to the Policy Statement, Authority’s Annual Reports, National Development Reports and other relevant reports;
- Review departmental quarterly and annual reports and consolidate them into the Directorate’s reports;
- Direct the development of and monitor performance against the annual directorate budget and the Authority’s Improvement Plan budget;
- Manage and direct the development, implementation and evaluation of the Directorate’s plans; policies, systems and procedures to achieve annual goals, objectives and work standards;
- Oversee the development and implementation of directorate programmes and activities;
- Provide quality assurance for any other deliverables under the directorate;
- Ensure that all Directorate staff are properly supervised and their performance appraisals are properly and timely done;
- Perform any other duties as and when directed by the relevant authority.
Minimum requirements
- A Masters Degree in Development Planning and Management; Economic Policy and Planning; Development Economics; or closely related discipline from a recognized University. Other post graduate qualifications, diplomas, certificates etc in any of these areas will be considered an added advantage.
- Working experience of at least, 10 years, six (6) of which must be in the areas of policy formulation and development; development planning; programme implementation; as well as monitoring and evaluation, at senior management level, in a reputable development-oriented institution/ organization or government institution.
- Knowledge of the Central Government operations, policy formulation and the SWAP process in Uganda.
DIRECTOR POLICY RESEARCH AND INNOVATION
The Director Policy Research and Innovation will report to the Executive
Director and will head the Directorate of Policy, Research and Innovation.
The whose main purpose of the Directorate is to provide institutional capacity to carry out focused and coordinated innovative research into policy, development planning and management issues; to ensure availability of adequate data/information for planning and M&E purposes; and to provide leadership and the necessary framework for the Monitoring and Evaluation of National Development Planning, as well as development programs and other interventions.
The Director Policy Research and Innovation will be responsible and accountable for ensuring that all functions and responsibilities of the Directorate are effectively and efficiently performed. These include:
Macroeconomics analysis and planning
- Undertake macroeconomic analysis of the fiscal, monetary, external and the real sectors to inform development planning, policy formulation and assessment of economic performance;
- Undertake an effective independent assessment of the performance of the economy of Uganda.
- Spearhead development and utilization of macroeconomic model to facilitate assessment of impacts of socioeconomic programmes and budgetary interventions;
- Together with key players institute models for determining the country’s short and medium term macroeconomic frameworks;
- Develop the medium-term expenditure frameworks (MTEFs) for the National Development Plans, and regularly track expenditure against the approved MTEF and budgets;
- Liaise with key players in tracking performance of the financial services sector to inform the Authority’s reports
- Participate in the preparation of National Development Plans;
Research and innovation
- Design and conduct statistical surveys and other data collection, in collaboration with relevant stakeholder institutions, to inform planning and monitoring and evaluation activities of the Authority;
- Establish databases and long-term time series data sets to support planning and production of realistic analyses;
- Provide manpower data for planning and policy actions, including forecasts of short, medium and long term manpower requirements within the country;
- Develop the Authority’s Strategy and Action Plan for innovation;
- Design and implement innovations frameworks for key sectors of the economy;
- In collaboration with other departments within the Authority, review high priority development issues and needs and make recommendations;
- Establish and actively maintain close links with national policy research institutes and organizations, both to promote economic and other thematic research within their structures and to promote frontier research into issues bearing on national development;
- Coordinate, facilitate and provide leadership in field research; data/information collection, electronic data processing, analysis, storage/management and retrieval whenever required; as well as information dissemination;
- Develop and manage a robust, reliable and state of the art National Electronic Data Bank to service and support all the other departments in executing the various dimensions of NPA’s mandate;
- Develop and maintain NPA’s Networking capacity with various stakeholder institutions (Governmental and Non-Governmental), so as to ensure reliable data/information flow and sharing between NPA and its stakeholders/partners in development planning, monitoring and evaluation;
- Coordinate and provide leadership in efforts to develop national Innovation Policies and Systems, as well as NPA’s efforts to identify, follow-up and support all forms of scientific research, development and innovations in the country;
- Oversee the management of NPA’s Library and Resource/Documentation Centre.
Monitoring and evaluation
- Develop, operationalize and maintain the monitoring and evaluation system for tracking progress on the National Development Plan and the National Vision;
- Monitor and evaluate the internal and external activities of the Authority and coordinate and facilitate the Monitoring and Evaluation work of the Authority;
- Prepare annual reports of the NPA’s activities as well as reports on the performance of sectors, ministries, local governments and their performance relevant to implementation of the planning;
- Prepare annual National Development Report (NDR) comprising an assessment of the country’s annual development progress, the National Development Plan (NDP) implementation performance and the macroeconomic performance;
- Prepare reports from time to time on emerging national, regional and global macroeconomic issues to inform policy actions;
- Review departmental quarterly and annual reports and consolidate them into the directorate’s respective overall reports
Management
- Review directorate annual and quarterly work plans and budgets, and consolidate them into the Directorate’s overall work plans;
- Ensure that all Directorate staff are properly supervised and their performance appraisals are properly and timely done;
- Oversee development and implementation of directorate programs and activities;
- Provide quality assurance for any other deliverables under the directorate;
- Perform any other duties as and when directed by the relevant authority.
Minimum requirements
- Master’s degree in: Economics, quantitative economics, Economic Policy and Planning, Statistics, Development Economics; or a Master of Science or Arts degree in relevant areas from a recognized University or Institution. Other
post graduate qualifications, diplomas, certificates etc in any of these areas will be considered an added advantage;
- Demonstrated experience of at least 10 years development planning, policy analysis and evaluation, applied research;
- Experience of at least 10 years in professional work at senior management level in reputable organizations;
- Understanding of public sector management and information systems;
- Adequate knowledge of central Government operations, policy formulation is desirable.
