Plan Uganda is presently implementing the 3rd year of its 2010-2015 country strategic plan and in 2012, Plan was awarded a five year grant of $50m from USAID to implement Health Integration to Enhance Services (NU - HITES) Project in Northern Uganda in a total of 15 districts of Northern Uganda; 2 of which are part of Plan Uganda’s current area of coverage. The project seeks to strengthen the district-based integrated package of quality health services to improve and sustain the health and nutritional status of northern Uganda populations. The project will support district health authorities to improve service delivery at the district and community level and will promote private sector engagement, and continued public sector commitment, to address health needs. The project will cover a wide range of health sub-sectors, including HIV/AIDS, tuberculosis, Maternal and Child Health, Malaria, family planning, Nutrition and sexual and reproductive health. Specifically in relation to Uganda’s programs
The COP will be responsible for the leadership and implementation of this program including managing all activities of sub-recipients and project partners and coordinating all program-focused strategic planning and decision making.
Dimensions of Role:
•Leadership and delivery of the project to high quality results and impact in line with agreed strategy and operational plans
•Management of donor relationship with USAID, as the primary project representative.
•Effective communication amongst donor, partner organizations, Plan NU-HITES team, Plan Uganda CO and Plan International USA.
•Direct supervision of four key project staff - Finance Director, Health Services Delivery Director, Health Systems Strengthening Director, Monitoring and Evaluation Specialist and Communications and Knowledge Sharing Manager.
•Indirect supervision of 50 project staff
•Oversee the full disbursement of project budget (including sub grantees) and maintain responsibility for timely and quality implementation of project activities
•Maintains a functional relationship with the Plan Uganda NU-HITES team to remain aligned with and to make meaningful contribution to the achievement of country program objectives through this project.
•Ensures compliance in reporting to USAID, Plan and other stakeholders.
•Assure adherence to Plan’s policy provisions and standards, including CCCD approach, Child Protection and internal M&E system (PALS).
Typical Responsibilities - Key End Results of Position:
•Leads the process of developing the implementation plan of NU-HITES project with detailed activities, operational processes and budget for field level implementation
•Ensures development of M&E framework of the NU-HITES Project to support comprehensive and quality monitoring of the project performance at community, partner and country level following corporate guidelines of Plan and USAID.
•Establishes quality donor reporting system for grants projects by providing guidance, setting protocols and building capacity of the relevant project staff
•Manages NU-HITES Project communications and PR work effectively
•Establishes and maintains network at national and regional level to support policy level advocacy as well as to incorporate global standard and learning into the projects.
•The project team operates as a high performance team respected by and adding tangible value to achieving country objective under NU-HITES project.
•Adheres to performance indicators as agreed upon with the donor, project staff, and key stakeholders •Assures compliance with relevant USAID rules and regulations, financial and accounting principles, to ensure clear A133 Audit
•Assures compliance with Plan policies and guidelines including child protection
External Relationships: Represent the project and serve as the key liaison with the USAID, Ministry of Health Uganda, project partners, and other relevant key stakeholders.
Knowledge, Skills, Behaviours, and Experience Required to Achieve Role’s Objectives:
Knowledge
•Master’s Degree in Public Health, Development, or related field; Ph.D. or Dr.P.H. highly preferred. •Demonstrable knowledge and experience of relevant program management and supervisory experience as Chief of Party in the health delivery systems and the international development field.
•Knowledge of key USG regulations including, but not limited to USAID 22 CFR Part 226 Administration of Assistance Awards to U.S. Non-Governmental Organizations, 22 CFR Part 145 Grants and Agreements with Non-Profits, OMB Circulars A-122, Cost principles for non-profit organizations and A-133 Audit of states, local governments, and non-profits preferred.
•Demonstrates an understanding about the Child Protection Policy and compliance, applies the possible protection measures within the scope of job, and provides inputs for strengthening child protection measures.

•Proven leadership, interpersonal skills and ability to build and motivate diverse teams
•Experience working and collaborating with diverse sets of stakeholders, such as local partners, government officials, donor representatives and international staff.

Physical Environment and Demands: Based at the Gulu NU-HITES Office with at least 40% travel to projects areas, meetings with donor agencies, government offices and partner organizations.
