Job Description:
The Operations Manager will work with the Country Director, Deputy
Country Director, Research Manager, and Field Operations Manager to further
develop, update, and implement organizational policies and systems in the areas
of human resources, logistics, procurement, administration, and security
management. Tasks related to these areas include, but are not limited to, the
following:
Human Resources o Define the organization’s structure / job titles as
the company grows; investigate improved payment structures that are in
accordance with Ugandan labor law. o Maintain and improve human resource
policies, including writing a human resource manual. o Redefine and implement a
performance evaluation process—ensuring each member is routinely given
constructive feedback. o Manage employee benefits and on boarding of new staff
(e.g. getting all necessary forms, reviewing and explaining contracts, liaising
with the health insurance company and so on) o Ensure compliance with Ugandan
labor law o Maintain a staff database of basic information, including emergency
contact information, phone numbers, and so on. o Assisting with training staff
– both initially for new staff and ongoing as is necessary to ensure the office
is most efficient. o Manage the process to hire short term contractors—ensuring
staffing decisions are transparent and based on strong past performance. This
includes managing and updating a confidential database. o Recruit field staff
for specific projects—suggesting candidates for new positions based on past
performance; helping to interview and select new candidates in collaboration
with the supervisors. o Manage the evaluation process of contract field
staff—ensuring all supervisors are filling out evaluations after each data
collection, that this information is entered in the database, and that all
supervisors have constant access to past evaluations. Administration
• Ensure
USAID funded projects follow all necessary protocols in terms of staffing,
timesheets, procurement, flights, and so on.
• Ensure effective administration
of the Kampala office and field offices: supervise the Office Manager in all
day to day activities.
• Coordinate the acquisition of foreign staff visas.
•
Manage the process of acquiring government and local ethics board clearance for
research projects. Logistics
• Refine and manage the procurement
process—ensuring all items and services are purchased in line with the conflict
of interest policy.
• Oversee the Office Manager in managing and tracking
assets, including phones, PDAs, and other field equipment that is shared across
projects. Security Management ,
• Lead efforts to improve
security systems and policies, including enforcing policies and holding staff
accountable for following them.
• Track security developments and keep staff
informed.
• Provide security briefings to all new staff.
• Assist CD and DCD in
developing contingency strategies to continue work in times of heightened
security.
• Ensure all staff are prepared to deal with
emergencies in terms of the phone tree, understanding the GPA process, being
aware of health centers in the field vicinities, and having an action plan when
problems arise.
Desired Qualifications and
Experience:
- • At least two years work experience in a human resource or related management position required—an ideal candidate will have experience solely leading a human resources team.
- • Degree in management, human resources, or related field preferred. Masters degree a strong plus.
- • Strong computer skills required – particularly in terms of using, creating, and editing Excel files.
- • Demonstrated excellence with human resource management, operational planning and database management
- • Must excel at working productively over email and in a cross‐cultural environment.
- • Exceptional analytical and organizational skills, and attention to detail
- • Flexible, self‐motivated, and an ability to manage multiple tasks • Must be a strong leader who naturally works independently with little supervision.
- • Strong written and oral communication skills; Ability to think critically required.
- • Interest in organizational development; passionate about enabling staff and the office to reach its full potential
- • Demonstrated ability to work effectively in cross‐cultural environments
- • Knowledge of or experience with research and evaluations of social programs preferred
