Position Summary.
This position is with the five-year, USAID –funded food and nutrition Technical assistance III project ( FANTA). The program officer will provide liaison, communication and technical support to the FANTA team in Uganda ,including in assisting in the  planning for the workshops and meetings, coordinating and hiring management of consultant contracts and documentation, and establishing contract arrangements ,proving research assistance to various FANTA projects: Coordinating ,Reporting and Liaising with the FHI 360 Uganda office and FANTA  HQ.


Duties and Responsibilities:
Under the supervision of the FANTA Uganda project manager.

  • Assist in the recruitment, hiring and management of the contracts for local consultants, including drafting scopes of work, coordinating consultant position advertisement, tracking fee payments ensuring the delivery of reports and deliverables, maintaining files on all consultant contract documentation.
  • Serve as the FANTA liaison to the country office for project related procurement, and as liaison with FANTA Headquarters’ operation team.
  • Help to coordinate meetings, training courses and workshops including liaising with country office staff for procurement and logistical planning, documenting workshop proceedings and writing draft minutes / reports workshop content and other support functions as needed
  • Set up and technical project files .Ensure all documentations and reports are tracked regularly adhere to FANTA, FHI 360 and funding agency standards.
  • Under the direction of FANTA project manager, prepare/ compile USAID/Uganda quarterly reports and coordinate responses to request for information about FANTA Uganda activities or technical issues, including from FANTA HQ, USAID Uganda and other stakeholders.
  • Help research, prepare and review, written, technical, advocacy and policy documents related to FANTA’s work in Uganda, including editing and proofreading.
  • Contribute to program reviews, assessment, and strategy development by conducting literature searches, compiling documents and information on specific topics, and providing input/feedback..
  • Assist in the production and dissemination of documents on lesson learned and promising practices related to FANTA’s Uganda work.
  • Provide research support as requested.
  • Support the implementation of FANTA Uganda work plan, particularly partner coordination activities.
  • Develop templates and training materials to ensure project contractual compliance and support program needs.
  • Support the FANTA team and Uganda country office team in coordinating travel arrangements for FANTA field staff and consultants. The program officer will be the primary point person tracking all FANTA travel, and coordinate with the FHI    country office administrative team to make travel arrangements, as needed.
  • Perform other duties assigned.

Qualifications.
a)      Bachelor’s Degree in Nutrition, Agriculture Public Health or Administration /Management.
b)       3 -5  years working experience ,preferably with the USAID –funded or other funded project.
c)      Strong program management skills, including work planning and reporting .
d)     Knowledge of nutrition and Public Health.
e)      Excellent interpersonal, organizational and communicational skills.
f)       Ability to manage complex task, work under pressure and meet deadlines with minimum supervision.
g)      Ability to work effectively in a team.
h)      Previous experience or knowledge working with international organization and USAID funded initiatives is highly desirable.
i)        Excellent written and oral English (fluency) in other Ugandan language a plus.
j)        Proficiency in MS office, internet applications required familiarity.
