Job Purpose, Duties and Responsibilities :
In Uganda, FAO program to increase security of
tenure rights focuses on customary rights identification and registration. The
project includes the support to customary land registration in four districts
in Northern Uganda through the introduction of a computerized system for the
registration customary rights, and the support to individuals and communities
in five different districts in obtaining community and private forestry
ownership certificates. To manage the project, a CCOs Steering Committee and a
CCOs Secretariat will be established under the auspices of the Ministry of
Lands, Housing and Urban Development.
The School of Built Environment of Makerere
University is the project implementing partner.
Under the overall supervision of the Deputy FAOR
Uganda, and the direct supervision of the Land Advisor, the Program Officer-
Land Tenure will:
• Support the implementation of activities to
training District and Sub-county representatives on the use of Open Tenure to
demarcate, digitize and issue Certificates of Customary Ownership (CCOs) in the
five selected districts.
• Provide support to the monitoring and
evaluation of all activities.
• Assist with the communication and awareness
campaigns.
• Draw on knowledge and experience in Kasese
District to plan for up-scaling to four selected districts.
• Support the convening of the Steering Committee
and the Secretariat regular activities.
• Coordinate the compilation of reports and
information requested by the donor.
• Support relationships with all partners and
counterparts
• Present
the initiative in selected events as necessary
• Ensure compliance with existing legislation,
policy and regulations
• Support
discussion on needed legal, policy and administrative amendments in order to
facilitate CCOs implementation
• Ensure continuing coordination between activities
in the field and the Ministry and partners
Academic Qualifications:
A Degree
in Surveying, Land Administration, Development or related field
Technical Competencies and Experience
Requirements:
-
Technical assistance to land projects;
- At least
5 years of experience with projects related to land tenure, land
administration, land rights regularization, or similar;
- Good
understanding of the legal and policy framework for land in Uganda;
