We seek to recruit a Site Administrator (SADM)
who will manage administrative and financial activities for the Country Program
in Uganda. The Country Site Administrator will work under the direction of the
Country Director and work closely with PATH headquarters teams in Seattle and
Washington, D.C. to establish office systems and ensure that PATH policies and
procedures are followed by the country office.
Responsibilities include:
Develop, implement and
maintain office systems in accordance with PATH policies and procedures, donor
requirements, and government requirements for the following:

Travel management
·
Finance, including
banking, petty cash and reporting
·
Payroll and related taxes
·
Employee benefits and time tracking
·
Government-required
reporting
·
Paper and electronic
files
·
Facilities management
·
Vehicle management
·
Equipment management
·
Contract management
·
General office
management
·
Ensure that all financial
transactions are properly authorized and documented and recorded accurately in
the financial system (QuickBooks).
·
Submit quarterly requests for
operating funds to the International Accounting Team and manage bank balances
to ensure adequate funds are available.
·
Liaise with local
accounting/legal firm(s) as required regarding tax exempt status;
·
Maintain bank accounts for
country operations and act as primary liaison with banks.
·
Track annual registration
renewals and tax requirements and maintain office registration and required
employment documentation.
·
Liaise with landlords and
service providers for services such as electrical, telephone, internet, water,
security, cleaning and other services and ensure proper maintenance of all
facilities.
·
Identify vendors and
consultants and manage their agreements in accordance with PATH policies.
·
Develop annual country
program overhead and facilities budgets in collaboration with Country Director
and headquarters.
·
Manage expenditures against
the overhead and facilities budgets. Inform Country Director monthly of all
current or anticipated budget variances.
·
Manage Human Resources
activities including recruiting, new employee orientation, disciplinary
matters, payroll, and local employee benefit plans, in collaboration with the
Human Resources team.
·
Maintain accurate information
on local staff using the Human Resources Information System (HRIS).
·
Track the Performance
Planning and Communication process for local staff and report to headquarters.
·
Ensure compliance with all
relevant local laws and regulations, including those regarding labor, taxes,
and registration.
·
Ensure compliance with all
financial and taxation laws, such as income tax, withholding tax, social
security, monthly and quarterly returns.
·
Monitor all PATH resources
and equipment such as office space, equipment and HR, and ensure that all
resources are in good order and adequate for smooth running for the country
program.
·
Lead facilities needs
assessment, analysis, and selection of new space, as needed, in consultation
with Global Facilities.
·
Work with Global Facilities
to manage lease process including initiation, renewal, and termination.
·
Any other responsibilities
assigned by the Country Leader.

Proven effectiveness working
in an NGO environment strongly preferred.
·
Working knowledge of US Government (USAID) and
other international donor contracting highly desirable.
·
Proven financial management
and budgeting skills.
Required Experience
Master's degree in business
administration, accounting, or finance plus a minimum of 7 years of experience
in administrative and financial management and a minimum of three years of
supervisory, grants, and contract experience in an international organization;
or an equivalent combination of education and experience.
